A Better Way to Produce 'Wealth'

This idea is not new but I have never seen any analysis of it.

An effective way of boosting production in totally corrupt cities is to produce units in core cities and disband them in the corrupt cities. The core cities used for this have nothing else to produce and would otherwise be producing wealth.

At first glance, this seems wastefull as disbanding a unit is only worth 1/4 the shields it took to produce. However, it costs 4 gold per shield when rushing an improvement therefore each shield of production is essentially equivalent to 1 gold piece when producing units for disbanding.

For example, an improvement that requires 20 shields to complete can be completed by rushing it for 80 gold or by disbanding an 80 shield cavalry.

Any town that can produce more than 1 shield per turn can contribute more by producing units for disbanding than by producing 'wealth' at 1 gold per turn. Even a town that has two shields of production can produce a 20 shield explorer every 10 turns yielding 5 shields in the disbanded town. Compare this to the 10 gold the town would have earned producing wealth over 10 turns that could only purchase 2.5 shields,
