For clarification, all nations have been invited to the Conference of St. Petersburg, not just the listed powers. Input/suggestions will be greatly appreciated.

There be a mere six hours remaining until the update. Ye've been warned. I promise that this will be a rather drab update, so no worries.

*NPCs start inching away from Denmark*

Ignore that. There's certainly nothing disastrous happening this year. Absolutely no massive wars or sneak attacks, plagues, or large scale riots. Nope, everyone lives in peace and harmony this year.

OOC: As of ~13:30 EST today, I will no longer have access to the forums until ~5 PM EST next Saturday. I will update the Petersburg conference then; please keep discussing. Also, I'd much appreciate it if someone could take the first Geneva Convention, remove all the post-1900 things out of it, edit it more as needed, and postt it on the Petersburg thread under the name of "Declaration for the Amelioration of the Condition of the Wounded and Sick in Armed Forces in the Field."

INFLUENZA EPIDEMIC TERRIFIES WORLD. Copenhagen, Danish Empire. An increasingly devastating flu epidemic has rampaged across the world this year, first being announced in the Danish Empire. The influenza outbreak, due to the perceived origins in the Danish Empire, has been referred to as the Danish flu. The flu has struck at apparently healthy people and has been increased in its effectiveness thanks to major troop movements across the globe as well as attempts to increase trade due to the ongoing recession. The general poor state of international health organizations and the lack of development within medicine are believed to be other important elements of the rapid spread and high death rates. Thanks to these factors the disease has spread quickly across the world. Millions are believed to have died from the epidemic, and millions more are believed to have been infected. Below is a list of the damages caused by the outbreak.

RECESSION STRENGTHENES. St. Petersburg, Russian Imperial Federation. Economists have gauged the ongoing recession with fear as the influenza outbreak this year seems to have crippled the global economy once again. Ongoing warfare throughout the Atlantic trading community has also continued to limit shipping and has raised concern of economic collapse once more. Many nations which had begun stabilizing last year have once more dived, while others have stagnated. Some countries have managed to continue their economic recovery despite the odds, but the spread of Danish flu has discouraged trade domestically and internationally. Below is a listing of economic changes due to the effects of this year’s falling economy.

    North American News Report

RIOTS IN CANADA. Quebec City, Canada. A series of unrelated but unpleasant riots have erupted throughout the year in Canada, inflicting major damage to urban areas and the nation’s industry. Several of these took place in Canada proper, where protests over medical costs erupted into panicked looting and devastation throughout the nation’s cities. Nationalists in Quebec further attempted to expand their control using the opportunity, sparking fresh nationalist revolt and riots throughout the region. Canadian military forces were deployed, declaring martial law and increasing further resentment in the country. (-1 Stability)

INSTABILITY IN FLORIDA. Saint Augustine, Florida. Floridian and Cuba authorities have reported a series of riots and demonstrations throughout the region formerly known as the Seminole Republic. Violence is believed to have escalated between the various factions in the region. Floridian government officials have declared to be an example of the reason why Floridian and Cuban troops moved into the region in the first place. They have continued to pledge to restore stability to the region, hoping to establish a new government by 1921.

CHICAGO ELECTIONS. Chicago, Free City of Chicago. The Conservative Party once more managed to retain its lofty control over the government of Chicago, smashing Liberal attempts to gain power in Congress. Despite the renewed recession, the government has promised to maintain order and to restore prosperity. The new government has also declared the Ku Klux Klan to be an illegal organization, calling them a group of “rabble rousers.” Party heads in Chicago have been detained and arrested by the city police.

NEW ENGLAND ELECTIONS. Boston, Republic of New England. Despite the rising influence of the Socialist Party and Ku Klux Klan, the Republic of New England has maintained the previous Moderate Party government. The instability of the nation has shown though as no side managed to gain a Congressional majority, and the Socialist Party won seats for only the second time in the country’s history. The rest were divided by the hard line members of the Conservative and Liberal Parties, who refuse to compromise along the lines of the Moderate Party government. The Moderate Party president has pledged to maintain New England’s superiority at sea as well as the security of the country at home and within the United Nation States of America.

TEXAN ELECTIONS. Houston, Texan Republic. The Liberal Party won an easy reelection in office this year, continuing to keep the Conservatives out of power. The governmernt, flush with success has promised some policy changes. The Liberals have pledged to normalize relations with the Union of Mexico as well as pursuing some sort of punitive action for the “senseless deaths” in Tennessee. The President has also made the declaration that “the Ku Klux Klan is a more dangerous organization to North American stability than the rise of communism to the west.”

VIRGINIAN ELECTIONS. Richmond, Virginian Empire. To the surprise of many, the National Party of Virginia has been ousted by a wave of popular support for the Liberal Party. The mostly conservative leadership of the National Party have been denounced for failing to restore the national economy. The Liberal Party has pledged new support for the average Virginian, including the introduction of what some conservatives call “outrageous socialism.” On top of the list is the demand for new powers for the House, and the establishment of the king as solely a figurehead for the government. The new prime minister has denounced the use of the king’s oil wealth and his expansion of that wealth through the government. “The age of the monarch as a political body is coming to an end, and Virginia will have a stronger body for the people,” is what the Congress declared in their demands for full power and the removal of executive power by the monarch. Conservatives have appealed to the king to dissolve the house before the situation further escalates and to declare absolute rule to avoid chaos of full fledged republicanism. (-2 Stability)

CLEANSING COMPLETED IN TENNNESSEE. Nashville, Tennessee. The Tennessean Ku Klux Klan has announced the end of the Tennessean Civil War with the final executions of Negro prisoners. Total death tolls are so far unknown in the country, as much of the population fled overland or by river into Florida, Georgia, Virginia, Chicago, and Louisiana. Cities along the Mississippi River have become heavily dominated by the Negroes, who have fled certain death at the hands of the Klan. The government in Tennessee is still so far uncertain with the end of the Negro presence in the country. Elections may soon be held, as the republic awaits the establishment of a new constitution with the absence of the old monarchy.

DESERET CALLS ELECTIONS. Bringhamton, Deseret. For the first time in its history, the theocracy has been brought to an end as a secular government is announced. Surprising many people, with this announcement, Joseph Salt created the office of president then resigned from it in favor of elections for a new congress as well as the newly formed executive office. The election was confused and chaotic, leading to many small parties being formed on local levels. At the moment it appears that the Liberal Party of the Bringhamton area has managed to garner the largest number of votes. No one is sure what course exactly they will pursue, as a new era dawns for Deseret.

CANADA CREATES INFASTRUCTURE CORPS. Toronto, Canada. The Canadian government, in an attempt to provide money and employment to those who lack it, has established the Civilian Conservation Corps. This organization has been established to provide jobs developing the nation’s infrastructure paid for by the government. This organization has been used to repair damaged areas from the Great War as well as to establish parks of the new National Park Service. At the moment opponents have protested the massive government spending on the program, claiming that heavier taxes may emerge as a result.

VIOLENCE IN LOUISIANA. Saint Louis, Empire of Louisiana. Fighting has continued on a relatively localized level between socialists and supporters of the imperial government this year. The presence of the Texan army has greatly aided the government in suppressing radical dissent as the conflict seems to wind down. Within the Louisianan Congress however, the Texan military’s involvement has sparked outrage against the monarchy, and the people have demanded Texan withdrawal from a purely Louisianan affair.

    Central/South American News Report

SUSA DOCTORS MAKE MEDICAL ADVANCES. Rio de Janeiro, Socialist Union of South America. Inspired to speed by the rapid spread of the Danish flu epidemic, doctors within the Socialist Union of South America have managed to make medical advances to bring them up to the level of the United Nation States of America’s level of treatment and technologies. This has greatly aided them in combating the spread of the disease and lessening the growing death rate throughout the urban areas of the country. (SUSA gets Medicine 2)

CIVIL WAR ERUPTS IN EL SALVADOR. San Salvador, El Salvador. Tensions in the country of El Salvador have led to an eruption of civil war, heavy fighting has erupted in the nation’s capital. Conservative Catholic elements of the government have begun fighting against more secular Liberal interests. San Salvador is clearly the main battleground for these forces as the country divides more or less evenly in the conflict. Guatemala and Honduras have moved troops to their borders with this country for fear of the conflict spreading to other nations.
    Casualty List
Conservative El Salvador: 1 Infantry Brigade
Liberal El Salvador: 2 Infantry Brigades

PARAGUAY ELECTIONS. Asuncion, Paraguay. The eruption of war between the Socialist Cooperative and the German Empire has been a topic dominant on the mind of Paraguayan people and politicians. The Moderate Party has just barely managed to eke back into control of the government, as the Conservatives and Socialists begin securing larger parts of the Congress. Many fear that should the German Empire’s possessions in South America fall, Paraguay and Buenos Aires could be next on the list. The socialists have argued that the war is cleared a defensive conflict and was sparked by German attacks against civilian plantations in the Amazon. (+1 Stability)

VENEZUELA ELECTIONS. Caracas, Venezuela. Elections this year marked a dramatic change in previous Venezuelan policies. Tired of the ongoing recession and the “blatant belligerence” of the Socialist Party internationally, the Socialists in Venezuela have lost control of the government. In their place has emerged the Moderate Party, which has assembled a coalition of Liberals and Conservatives to oust the Socialists. The new party has announced the withdrawal of Venezuela from the Socialist International Cooperative Group and has pledged to maintain Venezuelan national integrity. (-1 Stability)

SOCIALISTS AND GERMANY AT WAR. Recife, Socialist Union of South America. The government of the Socialist Union of South America has released previously classified information and prisoner interrogation which has shown clearly that over 1916, German troops crossed the border and attacked South American military outposts and farms. In response, a full mobilization has been declared and the army and navy have been assembled for a total war to remove the German presence from South America. Troops and ships from Mexico, the Sioux, Nez Perce, and La Plata have all begun their involvement in the conflict, sending expeditionary forces to fight the Germans. The conflict began with a full scale concentrated assault on the Wilhelm III Naval Base, the oldest German outpost on the continent. The island it was based on was soon seized by South American troops, as the German fleet sailed out of range as quickly as possible to their secondary harbor in Macapa. The fleet then sailed south to engage the South American fleet in open battle. The fleets met along the coast near the city of Recife where a major conflict ensued. The battle intensified with the arrival of ships from La Plata and Mexico, which had begun their desperate voyage early in the year. They arrived as the last of the SUSA ships finally sunk below the waves, but the battle continued into the night, light by searchlights and shell fire. The communists fought a tough battle, sinking two of the German dreadnoughts and heavily damaging the German flagship. However, the destruction of the Mexican dreadnoughts led to the dispersion of the socialist fleet. Damages sustained in the battle forced the German fleet to pull back to Macapa after the battle. This proved to be very nearly a disaster as the German troops on the front lines found themselves torn apart by socialist troops. Macapa soon fell to the socialist advance, as mutinies within the ranks and the rapid spread of malaria and Danish flu through the ranks left morale incredibly low. The German forces in South America have been completely isolated from the arrival of supplies, and threats of mutiny and revolt continue to rise as many believe further fighting to be hopeless. The Mexican navy soon showed up as well in full force, prompting the withdrawal of the damaged German fleet across the Atlantic to the welcoming ports of Nova Brazil, who have pledged to support Germany in the ongoing stuggle. Further south fighting has also taken place as La Platan troops launched an ill-fated attack into Bolivia. German and Bolivian soldiers easily repelled the attack with relatively low casualties.
    Casualty List
German Empire: 34 Infantry Brigades, 6 Artillery Brigades, 7 Destroyers, 4 Light Cruisers, 3 Heavy Cruisers, 2 Battlecruisers, 1 Dreadnought
    Bolivia: 6 Infantry Brigades
Socialist Union of South America: 39 Infantry Brigades, 10 Artillery Brigades, 11 Destroyers, 11 Light Cruisers, 4 Heavy Cruisers, 2 Atlantic-class Battleships
La Plata: 27 Infantry Brigades, 3 Destroyers, 2 Light Cruisers
Union of Mexico: 2 Destroyers, 1 Light Cruiser, 2 Dreadnoughts

ECONOMIC REFORMS COMPLETED IN SUSA. Rio de Janeiro, Socialist Union of South America. The so-called Williman Reforms have been completed in the Socialist Union of South America as of 1916. Due to the scale of the reforms, it took nearly a year to assess the benefits of the operation. German raiding prevented total completion of the project, but it has thoroughly establish the Union as a major economic power. As a economic source, the Socialist Union is now the largest exporter within the Socialist Cooperative Group, sending supplies and trade goods throughout North and South America. (+3 EP)

    European News Report

SOCIALISTS RISE IN GERMANY. Berlin, German Empire. The spread of the Danish flu epidemic and the eruption of war with the Socialist International Cooperative Group has led to widescale unrest throughout Germany. Within the ranks of the military, mutinies erupted against harsh discipline, and use of kommando units to eliminate leaders proved the only effective way to crack down on the unrest. Other mutinies erupted in the empire, though on a smaller scale and less organized. Nonetheless, some full scale battles erupted on German military bases throughout the country. Unemployed masses in the cities also rose in full scale revolt, establishing barricades and communes within the larger cities. Military defections led to further reinforcement of the socialist rebels, contributing to the anarchy. Eventually military efforts to maintain order proved successful and martial law was soon declared in Hamburg, Berlin, Cologne, and Munich. (-1 EP, -1 Stability, -19 Infantry Brigades, -21 Manpower)

ELECTIONS IN BOHEMIA. Prague, Bohemia. In the wake of last year’s demonstrations and protests, King Jakob II oversaw Bundesrat elections this year. The public was given full reign to elect the new leaders of the government this year. The Liberal Party managed to gain national majority, reflecting a desire for change and reform. The new prime minister has pledged to maintain Bohemian international neutrality, proclaiming “an eastern Switzerland.” Reforms have been passed by the new regime, ensuring better working conditions for the Bohemian worker, and pledging to maintain strong ties with the Balkan nations.

TRANSYLVANIA ELECTIONS. Blaj, Transylvania. Elections were held this year for only the second time in the country’s history as a republic. The Moderate Party coalition which has governed the nation for the past four years was removed from power by popular consent. The country, fearful of a growing recession and the outbreak of the Danish flu, have turned to the Liberal Party to improve conditions for the average worker. The new government has already instituted several new border controls, including even quarantine and inspection coming from Russia. The conservative Orthodox have turned against the new party, denouncing them in favor of a more rightist and radical government, some even calling for a limited return of the king. (-1 Stability)

BELGIUM SOLDIERS ON. Brussels, Belgium. Despite an overwhelming assault by Italian and French forces, the Belgian capital of Brussels continues to fight against enormous odds. They have managed to inflict heavy casualties upon the invaders, as reports of atrocities by French troops on unwitting villages and communes emerge. Though much of the countryside has been overrun, the Belgian government has rallied the most loyal and trained soldiers around the caches and stockpiles assembled throughout the north, where original invasion was expected in previous years. The fighting has fallen mostly into brutal urban conflict, and casualties have continued to mount even towards the end of the year. The French government did achieve some success by seizing the small Belgian Coastal Defense Force, a mere three ships, which have duly been added to the French navy.
    Casualty List
France: 43 Infantry Brigades, 2 Artillery Brigades, 2 Armored Car Brigades, 2 Tank Brigades
Italy: 48 Infantry Brigades, 4 Armored Car Brigades, 6 Tank Brigades
Belgium: 55 Infantry Brigades, 11 Artillery Brigades, 5 Tank Brigades

NETHERLANDS RESISTS GERMAN CONTROL. Amsterdam, Republic of the Netherlands. The German Empire attempted to press territorial claims upon the Netherlands this year, starting by sending a token force against the border. A confrontation soon turned violent, leading to a slaughter of the German force. Reinforcements were brought up against the Netherlands, but mutinies in the ranks and riots in supporting cities prevented the full force from being brought to bear against the Dutch. Dutch positions, built up into strong forts by Virginian engineers several years ago, were well prepared for the attack as the country mobilized for war. The Dutch colonial management have applauded the defense of the home country and have pledged full support should the conflict against German continue.
    Casualty List
German Empire: 23 Infantry Brigades, 2 Artillery Brigades, 1 Tank Brigade
Netherlands: 11 Infantry Brigades, 5 Artillery Brigades

A WAY TO STOP THE DANISH FLU? Tsarityn, Russian Imperial Federation. The Russian medical industry has patented several new and revolutionary ideas in medicine. Among these is what is believed to be a moderately effective vaccine for the flu. The ingredients to this have been sealed and classified by Russian pharmaceutical companies, who have offered treatment at very low prices for the average citizen of the country. Studies show that the vaccine is not always effective, but it has show some limited signs of success in regions where it is used. The Russian medical community is clearly the world’s most advanced.

RUSSIAN DUMA PASSES DISPUTED SOCIAL REFORM. St. Petersburg, Russian Imperial Federation. In a surprising political move, the Russian Federalist Party has passed a law prohibiting discrimination in the Russian Imperial Federation based on ethnicity or religion. Though ethnicity was mostly a popular move, or at least one the majority were indifferent too, the religious element of the law has riled up the Orthodox right. The Orthodox Christians have rallied against this law, protesting the “growing Islamic and heretical threat to Christian morals.” Some of these protests have turned violent as the protestors attacked Muslims in regions with higher Islamic populations. (-2 Stability)

FIGHTING ERUPTS IN FORMER CELTIC UNION. Belfast, Ulster. After a year or two of uneasy peace, the British Islands have once more erupted into conflict. Protestant forces from Ulster, backed by the English army, have managed to crush Catholic troops in Dublin, securing control of the former capital. The military government in Cork has responded with zeppelin attacks on the English navy, and a counteroffensive into Ulster. Casualties have been heavy on all sides as the armies fight their ways across the island. The new nation of Scotland has been established in the east under the newly proclaimed Protestant House of McIntyre as the former military leader establishes himself as king of Scotland. The Highland clans have been crushed by the military, as the new government promises amnesty and asylum to any refuges from Ireland. This has been reinforced by the defection of the navy from Dublin, allowing Scotland to secure control of the various smaller islands, which had been previously contested. The new Scottish monarchy has appealed for recognition from the European Alliance of Nations as well as the United Nation States of America.
    Casualty List
    Alliance of the Clans: destroyed

REBUILDING PARIS. Paris, France. The French government poured countless funds into the reconstruction of Paris after its devastation during the civil war. As part of his is the construction of the Tower of France and Victory, a massive radio and observation tower along the Seine River. This was part of an overall urban renewal project, establishing new government and civic centers for the rising Lisist regime. With rumors of a new government initiative in development, many believe that this tower symbolizes a new era in French glory.

ROMANIAN ELECTIONS. Bucharest, Romania. The new nation of Romania has held its first full elections this year under Russian supervision. The far right Orthodox Party have clearly dominated the elections, pledging a strong central government and a suppression of Islamic radicalism and dissent within the country. They have pledged to “keep the pure faith” and to maintain strength against any possibility of socialist or communist growth in the country.

INFIGHTING IN AFGHANISTAN. Kabul, Afghanistan. As a war rages to the west, the warlords in Afghanistan have begun using the opportunity to expand their own power bases at home. Limited fighting has taken place among these leaders as they attempt to expand their localized political control as the fight against Persia continues. The current overall leader of the country has managed to maintain his strength after easily defeating several efforts to usurp him as predominant warlord in the nation. The front against Persia continues, even as it seems the gains may well be loss in the coming years. (-5 Infantry Brigades)

PEACE IN THE MIDDLE EAST, FOR NOW. Ankara, Ottoman Empire. The Ottoman Empire, Egypt German Empire, Netherlands, and the Danish Empire have signed a new peace to end the almost nine year Suez War. Two new middle eastern regimes have been established by the German government with the end of the war, Palestine and Jordan. In Palestine a republic has been established as Germany allowed self development of the government. The new regime has established a constitution outlawing socialist or communist political bodies in Palestine, and the first elections are slated to be held in 1918 and every three years afterward. In Jordan, the small military has taken over the government in order to keep the country in line with German policies. General Matta al-Hashim has been given the reigns of government in Jordan. The Ottoman Empire has also recognized German control over Cyprus. Egypt has given Germany permission to help build the Suez Canal from the ruins of the war, for very little detriment. They have provided labor force and equipment from captured Dutch stockpiles to help with the effort.

FIGHTING CONTINUES IN PERSIA. Tehran, Persia. Fighting has continued throughout Persia as Persian and Baluch troops continue to press an advance against the Afghanis. The organized move has led to a continuing advance against the invaders, showing an established chance at success. The Persian government has recently risked confrontation with both the Ottoman Empire and the Virginian Empire, who continue to possess Persian territory. Minor skirmishes have taken place between Persian and Virginian military elements, and some casualties have been inflicted upon each side.
    Casualty List
    Persia: 6 Infantry Brigades
    Baluchestan: 2 Infantry Brigades
    Afghanistan: 7 Infantry Brigades
    Virginia: 1 Infantry Brigade

UNITED ISLAM PACT ESTABLISHED. Rabat, Morocco. The collaborative effort against the European coalition during the Suez War has led to the defining of the Ottoman-Egyptian Defensive Pact into the United Islam Pact. This is a full alliance between Egypt and the Ottoman Empire, along with the newest member of Morocco. The Moroccan government has sealed the alliance with the Ottoman Empire, creating a strong Islamic bloc. While they define themselves by religion, the pact is a secular organization, not a religious one. They are purely in regards to worldly politics and trade, not involved with affairs of the Islamic religion, which has fallen mostly into the influence of various localized clerics and imams.

OTTOMANS ANNOUNCE NEW CONSTITUTION. Ankara, Ottoman Empire. The Ottoman government has been reformed at last, creating a bicameral legislative branch of the government in addition to the monarchy. The Council of Union and Progress, dominated by the Pashas has retained control of the government, pledging the first free elections to be held as of 1919 and every four years following. The government has also pledged new rights to all citizens of the empire, and has been greatly reformed to reflect this. This move is clearly in response to rising calls for reform brought forward by returning veterans and women from the factories. Some have even called for women to be allowed voting rights in the new Ottoman state, a matter which will surely play a major role in the upcoming years.

VIRGINIA ANNOUNCES PLANS FOR THE MIDDLE EAST. Richmond, Virginian Empire. In a long awaited announcement in the region, the Virginian government has begun assembling people for the establishment of two new regimes in the occupied territory of Persia and the lands taken from the Ottoman Empire. Two new nation states are planned at the time, the nation of Iraq, and the nation of Arabistan. It has been confirmed that no territory is to be returned to Persia or the Ottoman Empire, as protectorate status is implied for both of the new states.

FIGHTING IN CHINA WORSENS. Lanzhou, Republic of China. Heavy fighting continued this year as another Republican offensive against the imperial government was fought to a stalemate as the imperials continue to use the river to provide a strong defensive position. The heavily fortified positions have enabled them to hold the line against a force nearly three times their size. The republican and imperial positions were both made unstable as an organized, well planned revolt was launched by the previously minute communist party of China. To the surprise of many, this faction, very small a mere ten years ago, has used established guerilla positions from the war against Korea to raise a major force in rebellion against both republican and imperial governments. Several leaders of both armies defected to the rebel movement, particularly from the republican regime. Large regions in eastern China have been secured by the new movement, proclaiming the Union of Chinese Collectives. Heavy fighting also continued between the warlord of Guangxi and the republic of China, as the Guangxi military advanced slightly more to the west, securing several port towns and cities.
    Casualty List
    Imperial China: 33 Infantry Brigades
    Republican China: 78 Infantry Brigades
    Guangxi: 21 Infantry Brigades

    Diplomatic Pouch

    To: German Empire
    From: Republic of the Netherlands

Needless to say we withdraw from the European Alliance of Nations. We hope still that peace can be achieved. It is clear to us that the threat from the west is a far greater menace, as the communists have clearly fabricated information to provoke a war. We would be willing to support you should you renounce all claims to our country, otherwise, we may be forced to turn to other outlets for aid and support. We will defend our country should you persist.

    To: Socialist International Cooperative Group
    From: Union of Chinese Collectives

We hereby appeal for membership in the Cooperative Group and recognition of our government as the true government of China.

To: European Alliance of Nations and United Nation States of America
    From: Scotland

We hereby appeal for official recognition of our rights as a sovereign nation state.

@DarthNader: I received no mention of a secret tech deal from the other party. That money has been banked. I believe none of the techs you wanted to share with the EAN are actually possessed by you. Related EP from other people that were to go into a tech you could have researched have been banked in their respective countries

@Stormbringer, as I have previously stated, ships do not qualify under mobilization rules, they remain the same price during conflicts.

@milarqui: you demobilize all at once, not pieces at a time, and it come out of your banked manpower, not your troop numbers, that part of your orders has been ignored.
