    Treaty of Tokyo

    I.) The island of Honshu will be turned over to the Japanese government as per the following terms:
    1. Japan will become a vassal of the Korean Empire, under complete military access and strict guidance from Seoul.
    2. The Japanese will pay reparations for ten years, at a rate of 2 EP a year, for the damages caused by their rebellion.
    3. The Japanese will be limited in military roles to a defensive army no larger than 50 Infantry Brigades, 5 Artillery Brigades, 3 Anti-Air Brigades and no armored, naval or air forces. (To be put up for reconsideration at the end of the current conflict with Russia)
    II.) All other lands that the Japanese nation has claims over will be dropped, and the Japanese will recognize the rights of the Koreans in those regions.

    III.) A Korean military presence of no less than 75 Brigades will be placed on the island of Honshu, within military bases that are leased to the Korean Empire for 99 Years. Similarly the city of Tokyo will host a Korean Japanese Fleet that will serve to protect the island from all naval activity under direct order of the Emperor Yi Gu.

    IV.) The economies of Korea and Japan will be tied together under protectorate status.

    V.) Christian practices and rights must be maintained on the island of Honshu.

    2. A plebiscite shall be held in the disputed northern regions currently held by Venezuela, including the following three options:

    a. become a part of Venezuela
    b. become independent
    c. remain a part of the SUSA

    3. Venezuela will renounce any claim to any other portion of the SUSA.

    Venezuela can agree to the treaty, but only if treaty negotiations are expanded to include Peru, Colombia, Cuba, and New England. We hope to work for a lasting peace to achieve stability in all of South America. Our counter-proposal is such:


    1. Hostilities will cease between Venezuela, Peru, New England, Cuba, Colombia and the SUSA.

    2. A plebiscite shall be held in the disputed northern regions currently held by Venezuela, including the following three options:

    a. become a part of Venezuela
    b. become independent
    c. remain a part of the SUSA

    3. Venezuela will renounce any claim to any other portion of the SUSA

    4. SUSA will renounce any claims to Colombia, Venezuela, and Peru.

    5. The fate of Bolivia will also be determined by a free referendum monitored by SUSA, New England, and Venezuela.

    6. SUSA agrees to recognize any treaty made between the Allied powers and Chile or the Argentine Collectives Federation, within reasonable extent.

    7. The Allied powers agree to recognize and garuantee the independence of Bolivia and Chile.

    We object to your version of the treaty. We cannot end hostilities with Peru because Peru will not end hostilities with Chile. We will not abandon our allies.

    And in regards to Bolivia, the Socialists have already declared that Bolivia will be a free and independent nation. In fact, Bolivia would have been completely independent by now had Peru not invaded. We do not need Venezuela to tell us what to do with Bolivia.

    Accepting this treaty would be a stepping stone to a larger peace. We simply feel that Bolivia should not have a single political ideology forced upon them. We are sure that New England and Peru would accept this. As for Chile, they have lost the war, and the land they once stole from Bolivia should be returned, but a lasting peace ought to be negotiated separately between the belligerents there.

    What land have they stolen from Bolivia? If you are speaking of the fact that currently Bolivia is being occupied by Chile, the only reason for this is to rebuild Bolivia, which at the time was incapable of governing itself because it had been decimated by war. We have always intended for Bolivia to be free, and the Chilean occupation has always been seen as a temporary measure.

    We do not ask you to abandon your Colombian or Cuban allies. Don't ask us to abandon our Chilean allies. Insert a clause into the treaty that would guarantee that Peru pull out of Chile and end hostilities, and we will allow for Bolivia to govern itself from now on.

    EDIT: Oh, wait, there is something in the treaty about that. BUT we cannot end hostilities with New England until New England ends hostilities with the UCNA. All other portions of the treaty have the okay.

    OOC: Chile stole the Bolivian coastline at some point between the ABNWs. That is what I am referring to by stolen territory. Venezuela hopes for that to be returned to a new Bolivian state.

    We speak of the land stolen by Chile during the Pacific War. All the land between the Peruvian border to 25 miles north of Santiago should be returned to the proper owners, namely Peru and Bolivia.

    OOC: Greetings, I've spent 10 hours if not more on scanning large parts of the earlier parts of the series and studying more closely the more recent the reports are. So I've read EQ doesn't accept mails to join reply to PMs except indirectly in orders (like I tried to do)? I'd like Prussia, please. So I'll send some orders and I suppose come the update I'll know if I've been accepted, unless the 36 hour warning means it's too late? - Thank you for any information.
    If it is not past the deadline then I am reporting in as Wilhemn the IV.
    I will of course remain in character, though I need closer information on the deal made in 1938.

Be aware that the costs have been calculated by the time when the cost were occured rather than their relative value in today's comparative battlescape.

    If you want peace between our nations, avoiding the larger conflict would be best. We want the treaty to be between Venezuela, Colombia, and the SUSA. That way we know a treaty will be achieved. Bringing the larger conflict between the ISCG and the Capitalists would guarantee the failure of the treaty, since the larger conflict doesn't appear to be ending any day soon.

    If you want peace between our nations, drop Peru, Bolivia, Chile, and New England. Otherwise, we haven't yet begun to fight.
