    Pétain's automobile drove up to the curb and stopped. The newly promoted Colonel felt the weight of age as he disembarked and began the long climb up the stairs of the French Congress. Congress, presently under the security of German and English troops, was allowed to entertain conference with some top French generals. Peace had already been negotiated and now came the military's turn for enlightenment. Pétain was not alone in his ascent - also in his company, and surrounded by much more impressive entourages, were the indefatigible General Joseph Joffre and and General Ferdinand Foch, as well as a slew of lesser generals and colonels. Having fought hard on the eastern front against the Germans and Dutch, the company here expected to fight on. So Paris had fell - surely it could be retaken in short order! All that disrupted this delusion was the sense of Foch, who was not so sure that the Congress had the spine they had hoped for.

    The officers were admitted into the Great Hall after their bodyguards were relieved of their firearms by the German occupiers, however Joffre staunchly refused to give up his sidearm, and he held onto his pistol firmly. The German attempting to disarm Joffre became testy, and quickly turned to another, growling a terse sentence in his native tongue. The other just shook his head and gave a calm retort, causing the first to stomp off. Now, however, all eyes - both French and German - were on Joffre. The second German looked at Joffre and in heavily accented French told him "You try any funny business, and we'll cut you all down."

    Joffre was taken aback at being spoken to like this, and only responded with a glower of his own. His hand drew away from his Ruby tentatively, and the group proceeded into the Congress.

    Every body in the Congress - all 100 of them - turned to face the entering generals. Each one snapped to salute their heros who in spite of their failure, did their best. All saluted, that is, except for Consul Clemenceau, who considered himself superior, and was careful to differentiate their failure from his "misapprehension."

    The generals approached the center of the floor, where they stood before the Consul and his two chief advisors. A silence fell over the room, and stuck before Foch spoke up: "So, then, what of the War?"

    Clemenceau icily responded: "You tell me, it was you who lost it."

    "I can't see that when it is Paris that is captured."

    Clemenceau leapt to his feet, "And whose fault is that, General Foch? Where was our support?"

    Foch did his best to conduct himself properly, "Defending the Belgians."

    "So much good that has done us! Now Belgium is lost entirely."

    Suddenly the attention of the militarymen was commanded totally. "Lost, sir?" asked Joffre.

    "Lost. Here are the terms for peace, as given by the Germans and their allies."

    A list was handed to general Joffre, who was immediately surrounded by many a curious colonel. As Joffre's eyes went down the list, they got wider, and a scowl grew. When he was finished, he shoved the paper into Foch's hands, who also began scanning the demands. Halfway through he erupted into anger. "The annexation of Flanders by the Netherlands?! Outrageous!"

    Clemenceau said nothing, but Joffre picked up where Foch stopped. "You can't seriously accept these terms!"

    "We already have done."

    "Ridiculous!" Foch's voice rose in volume substantially, "The war has scarcely begun!"

    "And Paris is lost!" snapped Clemenceau, "What would you do, forsake the security of the Imperium?"

    "If this is the best the Imperium can do to protect its capitol, then maybe we'd have been better erring on honor and duty than politics and cowardice!" retorted Foch, "Had you given the army but a few more months-"

    "All counterattacks failed. Were you distracted from your defense in Belgium, then Paris may have been taken, but the Lowlands ultimately lost. And the Russians did a bang-up job of nothing whatsoever. There was no other course of action, especially with Morocco and Italy striking us in the peripheries."

    Foch was so furious words failed him. Colonel Pétain spoke up: "Perhaps the Imperium is not so important as France proper."

    Immediately the Congress devolved into an uproar. The socialist benches clamored in agreement, longtime enemies of imperialism, but the many more numerous Partie Imperiale would have none of it. The man to Clemenceau's left called for order, smashing a gavel against the table.

    "Don't even dare to speak such falsities," Clemenceau hissed, practically red in the face, "Our glory is our Empire."

    "Our glory is inherent! Are we not Frenchm-" Pétain began to say, but stopped when Joffre's glare caught his eye.

    "This peace was signed to secure the Imperium," said Clemenceau, "Without Paris the fringes would have fallen into chaos."

    The officers had now nothing to say. "What, then, is our purpose here?" said Joffre in a low voice.

    "To understand the cost of your failure. Fortunately the Imperium stands, but only barely. You are now being redeployed: Foch, you shall serve the Empire in Afrika, fighting against the Zulu. Joffre, you will now be keeping the peace in India. And I am circulating your commands."

    The officership was stunned. Here, now, without their armies, the question of loyalty was meaningless - they were being rotated and had no chance to make a stand. Not that they could, as that would make them enemies of the Imperium, but now more than ever their powerlessness was apparent.

    One by one they filed out of the Congress, defeated and humiliated. The Congress-controlled press would assign this failure to the military, all so Clemenceau could save face. Pétain felt sour as he descended the steps to his automobile - he was sour about this whole business of politics. He had never been particularly reverent for it, but now more than ever he felt like shaking his fist at the Capitol Building. Perhaps the military deserved some blame, yes, but Clemenceau was commander-in-chief, and in charge of the military garrison of Paris. If anyone was to blame for its failure, ultimately it was him.

    Sadly, Pétain knew nobody would believe him. As he reached his car a courier ran up with a message. "Philippe Pétain?" the young man inquired.

    "That is I," Pétain responded.

    "I have a message for you," said the young man, and handed him a letter.

    It was a terse letter written in a rough script, giving him command of a brigade near Marseilles. Pétain sighed, he had expected this. He entered his automobile. "Alright, driver, get me to the train station." "Yessir," replied his driver, a nationalized Spaniard. With a jolt they were off down the road.

    As the vehicle continued its peculiar way down a street mainly vacant of them, many thoughts were on Pétain's mind. Not least among them was a growing feeling that this Empire was more trouble than it was worth, or at least, that an Empire functions to serve its ruling nation, not the other way around. That France suffered so that the subjugated natives may continue to bask shook him the wrong way. Despite his disdain for politics, for the first time in his life he was beginning to feel political. About something. What for certain he couldn't say.

    Actually I'll make my own judgement on a German player. Those who want to play MUST PM me, and we'll discuss it.

    I have a few things to install on this computer to bring it up to pre-crash condition. Upon doing that, updating can begin. Should i fail to complete it today, it will be done by Tuesday evening.


    A word of warning. We traced down the source of the viruses which crashed this computer. If you have visited the NESing site that was recently created, sweep your computer immediately.

    PEACE IN OUR TIME. Sudbury, Canada. In two heated conferences between various powers, the Great War, quick and less bloody than expected, has come to an abrupt end. With the death of Quebec’s leader, a new order has been established in North America. In Rome, the map of the world has been redrawn with new borders on nearly every continent. We have provided two special sections below to discuss the results of the treaties in depth.

    AUTOMOTIVE INDUSTRY MAKES LEAPS AND BOUNDS. Tsartyn, Russian Empire. The Russian automotive industry continues to find newer markets with the end of the war, as many soldiers return home with cash from military service. Owning an automobile has become cheaper and cheaper in the former Entente powers and the Russian Imperial Protectorate. These new industries and services have assisted both France and Russia in their recovery from the Great War. Russian auto industries, encouraged by the Russian government, have also found suitable markets for their factories in the nation of Virginia. Cheap labor from recently freed slaves has proven prime fodder for automotive work. In addition to these Russian factories, Virginian industrialists have picked up the secrets of creating cheap cars and have established their own plants, providing an American car for the industry.     DANISH EXPLORERS REACH SOUTH POLE. Copenhagen, Danish Empire. After several years of effort, a Danish exploration team has at last reached and planted a flag upon the Earth’s South Pole. They are first team to accomplish this task and have been renown globally for their efforts.

    North American News Report

    SEMINOLES ERUPT INTO REVOLT. St. Augustine, Florida. Following this year’s disputed elections, the Conservative Party returned to office on widespread accustions of electoral fraud. In response the nationalist Seminole movement has once more declared an independent nation in the southern part of Florida. The Floridian government has called for volunteers to put down the rebellion and have prepared to mobilize the nation’s economy for war. The Seminoles have responded with their own mobilized and have vowed to fight until they achieve their independence.

    UNITED ALGONQUIN NATION ESTABLISHED. Fox, Algonquin Nation. As per the surrender of the Sauk nation in the conference at Rome, the Fox Republic and the Sauk Kingdom have been both dissolved into a united Algonquin Nation. This new republic has emphasized the control of the Fox and Isanti as well as numerous other minor tribes over the Sauk, who have been place into a subordinate position. Needless to say, this has anger the Sauk people, and several protests have formed into riots, with the base in the demobilized Sauk military. The first elections have been held and a collaborative Moderate Party government has been established, hoping to find compromises between both rightist and leftist elements of the newly formed nation.

    MEXICO ATTACKS NEZ PERCE. Avig, Nez Perce. The Mexican government, using its own territory and that of New France, has launched a massive military assault against the native Nez Perce nation. As reasoning for the attack, the Mexicans claim that the Nez Perce have been running guns and supplies to dissident native groups within the Empire of Mexico. The Nez Perce have denied these claims to the global community and has called for military support from the Native American Alliance as per the defensive agreement between those powers. On the field, the Mexicans have won several major victories against the Nez Perce, who little expected this attack from their recent allies in the Great War. Fighting has peaked around the Nez Perce capital of Avig, which has held under constant Mexican siege, fighting has spread into some of the tribal outskirts, leaving the land devastated as the Nez Perce dig into trenches and repulse attack after attack.

Celebrations have been held throughout black communities throughout the entire nations. Despite the jubilant atmosphere, the air has been tempered with fires from unrest. Poor whites, angered at the ideas that they are now theoretically equal to “goddamn niggers” have risen in unrest and riots across the nation. Under the grassroots movement termed the Ku Klux Klan, they have launched attacks on black communities throughout the entire nation, leaving hundreds dead. This movement has pledged “white supremacy now, white supremacy tomorrow, white supremacy always.” They have denounced the aristocracy and monarchy, calling for radical changes and the overthrow of the standing government.     CIVIL WAR ERUPTS IN ECUADOR. Quito, Ecuador. 1906 was scheduled to be an election year in the nation of Ecuador. With a military government controlling the nation, the elections failed to materialize. In response a nationwide revolt has occurred, and the socialists and communists have risen in arms against the current government. Civil war has erupted as the conservative military government struggles to regain control over the rebellious regions.

    REVOLT IN JAMAICA. Kingston, People’s Republic of Jamaica. As Georgia slides into internal instability, the people of Jamaica have rallied around the charismatic Xerses Drover, leader of the Agricultural Union. Revolts on various plantations and farms has led to the declaration of the People’s Republic of Jamaica. The Georgian government has declared the establishment of an emergency military regime, disbanding Congress. The Georgian military has seized full control of the government and has put harsh censorship upon the press and media.

    SOCIALISTS SEIZE POWER AFTER COUP. Recife, Pernambuco. A military coup this year sparked a short-lived civil war in the nation of Pernambuco. The presidential dictatorship of Miguel Lisboa was overthrown by conservative elements of the military, who attempted to place themselves in control. A widespread military among the enlisted and popular revolt brought back Lisboa as leader of a socialist collaborative government along the lines of Brazil. The conservative military leadership has fled to and been welcomed to the nation of Nova Brazil.

    CONSERVATIVES WIN ELECTIONS IN BUENOS AIRES. Buenos Aires, Buenos Aires Protectorate. As nation after nation appears to fall to socialism and communism in South America, the Buenos Aires Protectorate remains a firm bastion of conservatism. The Conservative Party was swept back into office in this year’s elections, promising to maintain stability even as more nations fall to the red banner (+1 Stability)

    UPCA ELECTIONS. Guatemala, United Provinces of Central America. Despite the rising strength of the Socialist Party, the Conservative Party has been brought back into office, promising to maintain stability and strength of the nation. With an increasingly aggressive Mexico to the north, the nation fears that the eyes of the Mexican Empire may soon be turning towards the south. (+1 Stability)

    SOMETHING ROTTEN IN DENMARK? Copenhagen, Danish Empire. The benevolent King Christian IX died this year in bed in the Danish Empire. His son, Frederick VIII, is well known for his reactionary tendencies and some people have expressed the opinion he may have had something to do with his father’s death. The reactionaries are pleased at this development, though the leftists of Denmark believe this to be an unwelcome occurrence for the people of the nation. Frederick VIII’s first speech extolled Danish imperial power and has promised that the Danes will continue to expand the empire and “reclaim their destiny as leaders of the Scandinavian people.” (-1 Stability)

    SWITZERLAND ELECTIONS. Geneva, Switzerland. The Conservative Party has been brought into office this year after heated elections. The new government has promised to increase the Swiss military in response to the growth of surrounding nations’ military forces in the wake of the Great War. (+1 Stability)

    ANGLO-CELTIC WAR. London, England. In a move for power, the English government has ordered a full scale assault against the Celtic Union in a bid to unify the British Islands. English dreadnoughts in the revived Royal Navy managed to crush the Celtic fleet in the Battle of the Irish Sea. After this point, the English luck which won the Great War began to run out. Disaster befell English forces attempting to land around Dublin and Cork, where local Celtic artillery and infantry easily managed to destroy the English attempts to land, inflicting heavy casualties. In the north, a militia organization known as the Irish Revival Association assembled modest arms and a single heavy artillery piece, easily picking off ships as they attempted to land along the northern coast. In Scotland, brutal trench warfare has erupted as the English attempt to slog northward. With a narrow access for both sides, this war has become defined by constant attacks and counter-attacks, both with heavy casualties. Edinburgh has become the center of the heaviest fighting as trenches are blasted in city streets and homes become modest fortresses.

    SCANDAL IN RUSSIA. St. Petersburg, Russian Empire. Members of the Duma have come out into the open with documents proving that leftist elements of the Moderate Party have been sending massive amounts of money and aid to communist Brazil. The Conservative and Reactionary Parties have denounced these efforts by the Russian government and even the tsar has spoken out against it. The Moderate Party seems close to splitting between its leftist members responsible for the action as the minorities in the Duma begin calling for new elections to replace the standing government.     African/Middle Eastern News Report

    MILITARY GAINS POWER IN ABYSSINIA. Addis Abada, Abyssinia. The ministry behind the King of Abyssinia changed dramatically this year following a military coup. A brief battle ensued, resulting in the destruction of the loyalist forces. These troops have blamed the previous ministers for ignoring Abyssinia’s continuing slide into internal chaos. The new government remains obstinate on control of Arnoldka, pledging to keep Abyssinia free of imperialists and Europeans. (-4 Infantry Brigades)

    NEW KING IN PERSIA. Tehran, Persia. This year, the King of Persia died of unknown natural causes. His death has seen a peaceful transfer of power from the old regime to the new. His brother, Ahmad Shah, has taken the reigns of government, promising to continue the policies and status quo of the old king.

    MOROCCO JOINS GERMAN EMPIRE. Rabat, Morocco. The Moroccan government, after not so subtle threats from France, has been forced to look for protection. The German Empire therefore accepted Morocco into the German Imperial Protectorate. Riots and protests have been held against the new arrangement in Morocco. The people are understandably upset at the submission to a European power, a status which has been prevented for hundreds of years. (-2 Stability for Morocco)

    ZULU WAR. Christiansburg, Danish Empire. Late in the year, massive overwhelming forces arrived from northern African and France to defeat the Zulu, who were left out to dry by the white nations at the Rome Conference. Nearly a million men were thrown at Zulu lines and a breakthrough was ultimately achieved after heavy casualties. A Danish attack along the coast also threw the Zulu leadership into turmoil, shattering what remained of resistance. The French soldiers poured into the Zulu nations, smashing scattered resistance and leveling many villages and cities, bringing up an astronomical civilian death toll. A bitterness towards the defeat of the Great War has been brought out against the Zulu people, leaving ruin and destruction in its wake. The Danes and French have since divided and annexed the shattered African state.

    NEW WARLORD RISES IN CHINA. Lanzhou, Gangsu. even as conflict dwindles between the various factions of China, new generals continue to attempt to seize power at the expense of the emperor. With the entry into the newly formed Korean Imperial Protectorate, the leaders of Imperial China have at last stopped their efforts against the warlords, pulling back to regroup and rebuild in the territory they have left.

    PEACE SIGNED BETWEEN KOREA AND RUSSIA. Seoul, Korean Empire. Despite four failed agreements and the ever-present threat of a continuing war, the nations of Korea and Russia have at last signed a peace, ending the Great War in Asia. The Korean government has withdrawn from Russian China, as the peace nears. In exchange, Russian scientists and engineers have assisted in the technological development of the Koran nation.

    PHILIPPINES REBELLION. Manila, New Englander Empire. New England military forces have continued their campaign against the Filipino rebels, taking back island after island. The New Englanders have moved cautiously, making sure to secure one island at a time and using their naval supremacy to cut off communications between the various rebel groups. Casualties have remained relatively low as guerilla war remains the norm with limited pitched battles except when New Englanders shattered various small Filipino strongholds.

    FIGHTING CONTINUES IN CHINA. Ghuangzou, Guangxi. Peace has been made between the various factions in China, as all sides prepare to rearm. The end of hostilities by the imperial Chinese government is attributed as the key factor as well as their falling under the influence of the Korean Empire. The heaviest fighting continues between Yunnan and Guangxi. The Yunnan warlord has managed to launch a massive counter offensive against Guangxi, pressing forward into their territory. The Guangxi military has managed to halt the ensuing attacks, but their position seems near collapse.

    KOREA ESTABLISHES A PROTECTORATE. Seoul, Korean Empire. The Korean Empire has entered the exclusive club of empires which can claim a protectorate to their possession. The government of imperial China has submitted itself as a protectorate of Korea in the wake of the turmoil which has beset the region over the past six years. The awakening of the Korean nation has inspired Asians in their successes not only in developing their nation, but in their victory over the European imperialists of Russia in the Great War.

    SPECIAL: Treaty of Rome

    NEW ORDER IN WESTERN NORTH AMERICA. New Caen, Republic of New France. The Mexican Empire has once more extended its influence to contain of the entire western coast of North America. The formerly Russian province of Alaska has been annexed directly into the Empire of Mexico to be administered from the capital. The Republic of New France has been allowed to retain its independence under the rule of the protectorate, falling once more into a condition of semi-autonomy. With these Mexican successes from the Great War and the ensuing war that could expand against the native states, it seems that Mexico has truly expressed itself as a major expansionist power.

    ITALY UNITED. Rome, Republic of Italy. After decades of struggle, the Republic of Italy has at long last announced the complete unification of the Italian peninsula. Celebrations have been held throughout the entire nation, extolling the ultimate victory of the Italian cause over French imperial rule. As an added bonus, the former Austrian Adriatic coast has also been granted to the control of the Italian government.

    EGYPT INDEPENDENT. Cairo, Egypt. After nearly forty years of indirect imperial rule from Paris, the Egyptian state has been recognized as a fully sovereign nation. In exchange for the entry into the war last year, the Dutch promised the Egyptians control of the Suez Canal and the peninsula. The Dutch have promised to grant control of these regions to Egypt in 1908.

    IMPERIAL EXPANSIONS. New Aarhus, Danish Empire. As part of the Treaty of Rome, the German and Danish Empires have expanded their reaches over Africa, gaining territory from the French. The new possessions have aided in some limited growth, particularly as former French trading posts and ports are seized from Paris. Without these key cities, French trade throughout and along Africa has become much more dependent upon other nations.

    SWEDEN GROWS. Helsinki, Swedish Empire. The Treaty of Rome has granted the Swedish nation control over the remainder of Finland as well as the island of Formosa. The Swedish government has assured that no discrimination would be had in Finland and that they should help pull together an united Scandinavian nation.

    CARIBBEAN NEW ORDER ESTABLISHED. Havana, Cuba. The very public alliance between Cuba, Texas, and Louisiana is the first of the changes in the politics of the Caribbean following the Treaty of Rome. The independence of Louisiana has been recognized and a sovereign empire is established. The Empire of Haiti has established itself as a legitimate empire in securing its control over the former French sugar islands.

    CRISIS IN ABYSSINIA. Addis Abada, Abyssinia. Despite the signing of the Treaty of Rome, the Abyssinian government has refused to withdraw from the New Englander colony of Arnoldka. The New Englander press has labeled this as an outrageous action and demanded punishment. The New Englander government has fallen under significant pressure to “put the uppity negro state” in its place.

    BELGIUM BUILDS ITS DEFENSES. Brussels, Belgium. In a well publicized tour in response to the Treaty of Rome, the Belgian government has shown the world press the defensive preparations made in case the Dutch or Germans should choose to attack. They have shown not only strong trench formations, but cement bunkers and strongholds. The Belgians have pledged to “fight to the death in every town, city, and field in Belgium.”

    UNREST IN FRANCE. Paris, French Empire. In the wake of the Great War and their defeat in that conflict, the French have suffered through a few months of limited turmoil. An abortive rebellion took place in Madrid, though it dispersed peacefully with the arrival of local response forces. In Calais the most violent rebellion occurred as a Commune of Calais was declared by local communist and socialist syndicates. A super-nationalist uprising also took place in Marseilles, where the socialist party headquarters was viciously assaulted as were several foreign merchants, particularly from Italy and Germany.

    SPECIAL: Treaty of Sudbury

    END OF THE QUEBEC WAR. Toronto, Canada. The final battle of the Quebec War came with a massive Quebecois assault on Canadian lines, hoping to smash the Canadian government. Jean Hobelle himself led the attack, being cut down by well prepared Canadian positions. New Englander military leadership easily predicted this attack and the Quebecois forces were bombarded well before they could even fire back. Artillery barrages wiped out the Quebecois military leadership and the disorganized remnants of Quebec’s military have scattered or surrendered to the New Englander armies. The Great War in North America at last came to a close where it began. A treaty signed at Sudbury in Canada would completely redraw the map of the northern part of North America.

    REDRAWING QUEBEC. Sudbury, Canada. For the first time since 1780, an English Canadian government stands dominant over Quebec City. Thanks to the Great War, Canada has secured its position as a strong North American nation. A revival of the All Canada Party has erupted preaching a “Manifest Destiny” to unite what was perceived as Canada from Halifax to Vancouver. This ultra nationalist movement has vowed to separate Canada from the shadow of New England and to establish Canada as an independent power. New England has been granted control of every part of Quebec south of the St. Lawrence River, a region popular considered part of the New Englander culture group and nationality. In the western part of the country, western Quebec has been divided between the Iroquois and the newfounded Metis Republic.

    METIS REPUBLIC. Thunder Bay, Metis Republic. The Metis, having fought alongside the Iroquois in their attempts to free the natives of Quebec, have established a new nation with tacit New Englander and Iroquois support. This new nation was officially recognized in both the Treaty of Rome and in the Treaty of Sudbury. Nations in the region are expectant in this nation’s next move, particularly with recent Mexican aggression against the Nez Perce and the Native American Alliance.

    INUIT NANNUT. Igloolik, Inuit Nannut. With little knowledge of the region or the ability to manage it, Canadian and New Englander officials have established the Inuit Nannut, a republic of various Inuit tribes in the northernmost parts of North America. This new nation has requested various other lands, and has been accepted as a de facto part of the New England Imperial Protectorate.

    Since DarthNader did have a prior reservation for Germany at the very start of the NES and the Zulu are on their way out, he has been given control of that nation.

    As a note, all manpower growth an economic stats were changed “after” all other orders were taken into account. They will be of use as of the upcoming turn.

    @Adrogans, the railroad and infrastructure project has been expanded in cost and scope to include northern Italy for rail standardization.

    @Nailix, I thought that the last PM you sent was full orders, not just one sentence. Therefore, your cash has been banked and no stability loss has occurred.

    @Stormbringer: I’m incredibly sorry for all the difficulties with your nation, a bunch of PMs wound up all confused and I must have deleted the PM that described your projects by accident. I banked your EP and did not take away stability.
