Itō Shizumi watched as the boats carved the sea into a foaming mass of churning white curls. They circled each other in wide arches, the fishermen about the gunwales gesticulating wildly in posturing shows of aggression. Shizumi saw a man go red as he screamed at an interfering craft, his rage erupting beyond any semblance of control. Shizumi himself looked down into the hull of his own boat at the empty net strewn about the soaked, salty smelling floor around his boots. The sun was already out in earnest and time was beginning to slip away with increasing rapidity.

The puttering roar of a rusty engine to Shizumi’s left stole his attention away from the buzzing madness of the distant boats. A collection of thin men, skin waxy and tight from exposure to the sun and dressed in the utilitarian cloth common amongst the fishing peasantry of Japan were crammed into the brim of a boat slightly larger than Shizumi’s. From amid the mound of bodies emerged the face of Takuya, an older fisherman from the same community as Shizumi who was scratching at his thick black beard and began barking at the younger man in his halting voice.

“They’re out like starving dogs today,” he said as he craned his neck at the buzzing chaos, his gaze returned to Shizumi, who was sitting on the rotting plank of wood which served transom. The whole world bobbed gently as the sea rolled. “Hungry ino sniff out the stores and leave a man and his family to starve when winter arrives.”

The youths who made up most of the rabble on Takuya’s boat began to shout curses in excited anger but the old fisherman hushed them with a rising of his hand. “What do you do with a rabid ino, Shizumi?”

He said nothing in response, merely tugged at his boats own decrepit motor as his craft lurched forward. Takuya smiled and the men cheered as they rushed their own boat in response. The wind increased as they picked up speed, the crisp sea-air punctuated with salt and the groan of motors and the screaming of men. The world zipped by as the distant circling craft grew closer, the noise of the confrontation grew louder as Shizumi began to make out the ugly faces of the foreigners and the incomprehensible scribble of their language on the hulls of their boats.

As the two ships went further into the maelstrom, a larger foreign ship took notice and kicked forward to intercept them. A young man on Takuya’s craft hoisted the Samurai flag above their heads, tied upon twisted stick. It fluttered violently in the wind as the two boats charged ahead. Several figures on the foreign ship became distinguishable. They were rushing along the deck in a frenzy, screaming in high pitched yips in their strange words.

Takuya slowed the boat as they got closer to the foreigners. The dogs were on the gunwales, waving their arms threateningly but the locals would not back down. As the boats got so close that they touched a few of the youths jumped forward trying to scramble onto the enemy craft. The ino swung at them with clubs but Takuya’s men persisted gripping wrists and wrenching the weapons away and all of the sudden they were swarming onto the deck. Shizumi pulled his boat up along the port and climbed aboard, in his right hand he held a metal club he used to kill jumping fish. He turned and rushed into the melee as the fishermen swung their clubs and knives at the foreigners who in turn retaliated. Grunts. Heavy breathing. Screams. The club cracked against his attacker’s jaw as Shizumi ducked a swing of a Korean pocket knife and struck out. Blood and crushed teeth clattered onto the deck. A young man from Shizumi’s village convulsed on the salty floor as he clutched the stab wound in his side, blood washed and foamed with the seawater.

The samurai banner waved from the deck of the foreign boat and the other Japanese fishing vessels cheered as the violence escalated. It reached a pitch as they threw the intruders back to the cabin. A great cheer went up from the locals and Shizumi joined until a loud crack echoed across the waves and put silence to the confrontation. Shizumi felt the morning air forced suddenly from his lungs and the sensation of a warm wetness contrary to the cold of the ocean spray. A top the cabin of the boat the echo of the gunshot faded and the bewildered face of a foreigner emerged from behind the sights of a long rifle. Shizumi felt his head lighten and he collapsed into unconsciousness.

OOC: @ EQ: is there a more in depth back story for this nes that I can take a look at? I get the feeling like theres a lot of pacific history that would be useful to me.
 
President Sears was ashen-faced all morning.

He'd just received the news of the outbreak of hostilities in the Pacific.

Some of his aides, mainly the conservatives, had asked why South Africa should care about these developments.

After all, the Pacific was far off, and presented no strategic value to South Africa.

They couldn't understand it was a matter of principle, he thought, whilst glossing over the documents.

Besides. It's not as if it were the first incident, either, of war since he reached office.

He remembered painfully the Virginian-New Englander conflict which had sparked off mere weeks after he was sworn in.

If the fires of war continued to spread further, South Africa would inevitably be consumed by battle eventually..

No, we must make a stand for our views and show that South Africans shall not back down from their beliefs.

No matter how trivial the confrontation.

But.. What do we believe?

The cabinet had already said it would approve of whatever action he decided on, but..

Who is truly at fault here?

The Pancasillans... Had comitted unspeakable horrors against innocents in the name of their god.. They had also promised untimely and excruciating deaths against all who chose to exercise the right to free worship.

But the New Hollanders had attacked them, casting themselves as the heartless aggressors and attempted to drag the Nanyang Republic, who were officially still neutral, into the war on their side.

...And the Alaskans, happily jumping on the New Hollander's wartrain in the hope of gaining influence overseas..

All have their own share of sins... But who is most to blame?

His CIS (Central Intelligence Service) had outlined three potential operations, dependant on where he wished to strike.

The logistics involved meant it would be impossible to perform more than one, at least in the short-term, so he scanned the contents of the three top-secret dossiers.

After a good half hour of sullen deliberation, he slowly pressed the button for the intercom to call his secretary.

"Nairobi... Bring in the ministers and Chiefs of Staff.
...
And brew up a kettle while you're at it..
I get the feeling I won't be sleeping tonight."

He somberly stalked over to the fireplace and gingerly tossed the two unnecessary documents in to be destroyed.

He anxiously looked over the one he still held in his hand one last time.

This, he realised now, would be the defining moment of his Presidency that others would look back on and remember him by.
He had seen the junction of fate, and decided on his course.

Gulping hard as he collapsed into his plush armchair, he just hoped against hope that he had made the right choice.
 
The Nanyang Republic is extremely confused. We have no interest in wars of aggression, and have absolutely no intention of declaring war on Pancasila.

While we condemn the actions of the Pancasilan government, we categorically deny all aggressive intent in this affair.

New Holland named her allies so that the recognition of this rightous war would be strengthened across the world, but most of all because she recognized certain parties might back out if given the chance, even if they were the recipients of generous aid benefits.
New Holland reaffirms her commitment to Korea and thanks her for her loyalty. New Holland will go to war with Japan immediately if called upon, but for now encourages her ally to find a diplomatic solution if at all possible.

See the treachery and imperialism of the filthy New Hollander infidel who attempt to coerce their allies into war and unprovokedly attack the poor people of Japan.
 
New Holland does not wish for a war with Japan, and after talks with China and a confirmation of the defensive status of the military status of APACS believes a diplomatic solution to be the order of the day.

New Holland has not and will not coerce any of its allies and friends into war. New Holland believes in adhering to honorable conduct, providing a united front, and allowing your enemy the right to know you in order to avoid civilian collateral in the fog of war. It is therefore that we do not, even if encouraged, desire to engage in psychological operations and believe our own example to be worthy of following.
We also request a statement of APACS' position on this war in order to clarify APACS' stance on this international debate.

Is this really the case? Russia never eradicated the Ukrainian national identity despite four hundred years of Russification, and Ukraine is a hell of a lot closer to the Russian heartland than Hokkaido. By that logic, Alaska should be Russian to this day...

Even with a conscious policy of Russian settlement, I'd expect a similar situation to Manchuria or Alaska--an area run for the economic benefit of Russia, but inhabited mostly by Japanese migrants or indigenous peoples.

If it was not known, the Republic of China does officially condemn the government of Pancasila. Agus Hartono is clearly guilty of crimes against humanity and if he has any respect for the people of his nation, he should immediately step down as leader and surrender himself to a new democratic government in order to face trail for what he has allowed to take place duing his reign. China echoes the words of her ally, New Holland, concerning the government in Pancasila and urges the world to turn their eyes to this potential genocide before it is too late.
