A couple of espionage questions

I've been trying making more use of the active espionage missions in BtS, but there are a couple of points I still don't understand:

The sabotage building mission: This mission is hardly ever available, and I'm not sure why. It's not down to cost, as even if I add a million EPs against that civ, it make no difference. Occasionally the mission is available in one or two cities of an enemy civ, and when it does, the cost is trivial. It's availability doesn't correlate to the presence of espionage buildings, enemy spies, religion, city size, culture or anything else I can see. Anyone know what triggers the availability of this?

The spread culture mission: As far as I can tell this does nothing. It only appears in cities where some of your culture is already present, which is fair enough, and claims to give 5% culture (a lump sum of culture equal to 5% of the culture the city currently has). However carrying out this mission appears to have no effect - the cultural percentages don't change no matter how many time you repeat this. Is this a bug?
 
The "Sabotage Building" mission, as far as I can tell, only refers to "useful" buildings, like those that might be destroyed if you conquered that city. (Any Firaxis folks here?), but that's the extent of my insight this morning lol
 
No, it's not that. Even with cities with practically every building, it's usually not available. It also seems to be all or nothing. I can either sabotage any building, or none.
 
I believe the 5% culture added by the espionage mission is 5% of however much culture you already have there, not an absolute 5%. Really only useful on a border city that's already being pressed, you can usually speed up the revolt. with a few spies who have nothing better to do.

The amount of culture specified in the mouseover text for the spread culture mission is definitely 5% of the city's total existing culture. Either way, it has no effect at all on either the percentage of the relative cultures, or the city's absolute culture.

I've seen results, but like I say it was with a tandem of spies with nothing better to do popping the mission every turn.
