    Of course you won't encounter all of them at the same time. It will likely be one of them depending the era. So you have to prepare the best counters for the right units.

    Caravels best counters are...caravels. If you miss the opportunity you can miss the whole ocean and be stuck inland. It means some early harbors and lighthouses and you need gold anyway. Get mercenaries asap. Can be valuable to get niter first for a frigates rush but make sure to have some crossbows ready just in case. They can counter caravels if your cities arent too exposed.

    I guess ranged units get -17 against navals so they only deal little damage to caravels?

    It's not really for killing them it's more to harrass enough to not let him take your city. Unless you can get 2 promos.
