I want to catch the developpers attention on this: make that the fat cross of the newly conquered cities overlaps any kind of foreign culture, so that we can actually exploit them at their maximum efficiency as soon as the rebellion have been crushed.

That would make small wars more valuable, and the city catching, aka wars, more decisive.

This is another step to the no corruption system.

Note that it would not nullify culture. It would work the exact same as city radius over nowadays Civ4 vassals culture: you can exploit the city, but if the foreign culture is too strong, the city can still rebel.
 
Making the city control the entire BFC is going overboard, especially if it overlaps with a still uncaptured enemy city. However, I think that they should at least be able to work the basic 8 tiles around the city. For the moment though, I recommend looking into IDW and the many mods it' included it. It gives you culture in surrounding tiles whenever you win a battle. Win enough battles, and the tile switches to your control.
 
I wish in diplomacy you can just draw a line and say. "This is our borders form now on!"

With that said, I will persue my dream of 3 borders...

A Diplomatic border determined by treaties, agreements and wars.

A Military Border based on avalibility of units, and their power/mobility, against those on the other side. (aka fear).

A culteral border based on culter and alliance (aka respect).

Currantly we only have a cultural border, however, with all these kinds you can extend your might into the fog of war with screening units and forts, claiming the land. You can also forget to keep your supply lines covered, leaving the roads and railways behind you in alliegience to your enemy still. This will bring many strategetic layers into war and diplomacy.

You can spread your influence by massing troops, they can see that their people are afraid and might persue a pre-emptive strike.

You can try to flip them and they can notice that their people are not in alliegience any more and bring troops in to stop it.

Finally, in a war, they will place value on targets and persue to capture and hold those targets (grassland hill with alunimum, a chokepoint,) and will try to make them fear you and not work for them.

(they and them meaning your opponents: AI or human)
