A huge bug

I heard from my friends there is a huge bug in CIV4 although I have not played it yet. not sure if it has been metioned here.
That is: You can get any thing or any city(except the captital) while you are negotiating with an enemy to end the war.

Yes, it's true.
Contact Vicky.
Ask for a trade deal.
Ask for one (or all) cities in white with the peace treaty.
Let her reject the offer.
Ask what it will take to bury the hatchet.
Your offer stays on the table and she accepts it.

Of course, it's easy to work around this by clearing the table, first.
She wants Damascus!!

BTW, I thought this kind of dickering was supposed to be eliminated since she will agree to peace by paying me 80g, or something like that. Why doesn't she give me her best offer, right away?

Thats a pretty big exploit! How dare anyone cheat like that.

BTW, world builder accessible during game is much bigger exploit then any other thing. Why isn't anyone complaining about that?
