1 leader who arguably should have those traits is Jawaharlal Nehru but India doesn't need a 3rd leader and if they did it should probably be one of the Mughal Emperors since they already have Ghandi from the modern era

A new leader for Japan would be nice. A new leader with better AI too. Tokugawa Ieyasu was a brilliant strategist; it seems really illogical that Firaxis made his AI so abysmal in Civ4...

I would have to agree with this assessment. Japan was historically isolated for a very long time. They deserve a leader more aligned with their "Philosophies"; but as previously stated, the Phil/Ind combo would be too powerful IMO. Maybe Phil/Org would be more suited.
