It's a hell of a lot easier if you have MGE, but it is possible if you don't. The cheat menu is your first destination. Decide what your theme is, then start a new game. Then cheat, and do whatever you want! If you need more help, just tell me specificley, and I'll help.

How do u change civ and city names when making a scenario on civ2 classic

City Names: Go into cheat mode, select reveal entire map, then click on the city you want to rename
Civ Name: From the cheat menu select 'edit king', then select edit leders name
Seriously, if you want to make good scenarios you need a copy of FW. If you can't find a copy in second hand software shops, it can be downloaded from this site.
