A question on Inca UA

Hi, i've a doubt on Inca UA.
Civilopedia says: "No maintenance costs on improvements on hills; half cost elsewhere."
What costs!!?? the improvements have maintenance? where are they reported?
In economic overview screen only buildings and road/railroad are listed.
I don't understand.....

Roads have maintenance

They are talking about roads and railroads which are indeed an improvement.

They probably made the description to accomodate for future improvements that will also cost as upkeep.
