can cd burning roms burn dvds and do you noeed a special rom to watch dvds

CD-R/RWs can not burn DVDs, you need a DVD-R. DVDs can only be read by a DVD drive.

Well, I think you can burn DVDs in CD-R/RW-writers, if you have a certain program, my friend talked about it. It'll take very long time though (like 15+ h) and the quality probably isn't very good either. To read DVDs, you need a dvd-player or a DVD-ROM to your computer.

Just like you can use a 1.44mb Floppy in a 720k drive, you can use a writeable DVD in a CD-RD drive. You just loose the DVD capacity and have to use it like a CD. Now, reading the disk, I don't know, but my uncle got confused on his laptop, which had a DVD/CD-RW combo drive, and he thought it meant DVD burner. He could write it like a CD, but we never tried to read from it.
