A stupid question

A scenario is a setting that gives a possible story or something along that line without changing much of the game. Easy to download and the good ones are very fun. A modpack changes all kinds of things from units, new graphix and so on and sometimes scenarios are added to these. A modpack attempts a different or expanded look rather than the regular civ. A scenario just puts it in a setting for a particular event or story.
 
Actually, many scenarios modify the game as much or more than any modpack. The difference in practice is that a modpack offers an alternative "epic" game starting from a settler and going thru long technological development, typically on a random map, whereas a scenario is focus on some single period, development, or war, plays in a specifc area, and usually only covers a comparably brief span of time. Colonization and peaceful expansion normally plays a much smaller role in scenarios than in mods or the epic game.
 
So then, would this be classified as a modpack or a scenario?

A really good example of a mod would be the D&D one.
