A worker bosting City Improvement?

I was looking at some recent screenshots of C3C, and noticed something in a Civlopedia tech screen.

While I can't find any screens focusing on the improvement, nor even the full title, the Epic Works Projects advance seem to grant your civ the ability to build 'Worker Ho...'s in citys.

Worker House maybe? Something like that? Perhapps an improvement that makes workers work... harder? Or maybe it reduces the sheilds needed to make wonders? Or maybe it's just a Ho for the Workers...
