Accelerated Startup bug: Two cities, one square

I nearly always use the accelerated startup option in Civ2 to start the game in 2000BC with two cities and a bunch of units. The accelerated startup city placement does not obey the usual constraints. For example, it's happy to jump across an ocean. I've seen it generated adjacent cities a few times before.

This is the first time I've seen Accelerated Startup generate two overlapping, superimposed cities. Sparta and Seville are sharing the same map square. Clicking on the square in Cheat Mode brings up the Seville city screen, not Sparta.

I'm attaching the save game. It requires ToTPP and my Barbarian Wrath mod.

Wow.. I've never tried accelerated startup so that's interesting that it can glitch that badly.

After some change terrain calls (for a meteor crash) in Kestrel's Mars Now ToT scenario I had a city that wasn't there but still was and I never thought to try and build a city on top of the ghost city to see what would happen. I wonder if the end result would be similar to this.
