Accidentally bombed a country while not a war...and no war started???

I accidentally bombed Rome trying to bomb Engand. Just an standard Jet Bombing run. no nukes. It bombed a farm in Rome and destroyed it. Rome and I are not at war, nor did he declare war on me or say anything for doing so. I understand that sometimes bombs hit other countries by accident in real life, but usually something is said about it...not sure if this is a bug but think so.
