I used Civ3 graphics to create a city-state for an AD&D: OA-game a few years ago.
For the City-States, I used, Womak's or Aries' graphics as a base, then I used the city-view graphics: Asian, for the rest; the swamps are actual Kaiju (Reptilian Gargantua), that attacks, erm, walked by the city a few years ago and left the swamps as it's foot-prints.
Imagine an large island, with two rivers that meet at center: the source of the rivers. The graphics are similar to the first-map, but the mountain is from 1503AD; the Kaiju clawed the mountain and it became holy when it walked through the island.
The island itself is jungle, and humans aren't the dominate peoples here; the untamed jungle belongs to the Korobokuru.
