    This small tutorial assumes that you already have a working mod with civilization with a leader, and you know how to set up a .modinfo file.

    There are 2 tables (<LoadingInfo> and <DiplomacyInfo>) that I think were added with the Vikings DLC / Winter's Patch that allows to set the loading screen and the diplomacy screen background.

    Here is an XML example to set those table:

    GamePlay.xml
    Code:
    <GameInfo>
      <LoadingInfo>
            <!-- BackgroundImage = top left / ForegroundImage = middle right -->
            <Row LeaderType="LEADER_AMERICA"     ForegroundImage="dom_blank.dds"    BackgroundImage="dom_america.dds"    EraText="LOC_YOUR_USA_LOADING_TEXT_NAME" PlayDawnOfManAudio="0"/>
            <Row LeaderType="LEADER_FRANCE"     ForegroundImage="dom_blank.dds"    BackgroundImage="dom_france.dds"    EraText="LOC_YOUR_FRANCE_LOADING_TEXT_NAME" PlayDawnOfManAudio="0"/>
       </LoadingInfo>
        <DiplomacyInfo>
            <Row Type="LEADER_AMERICA"     BackgroundImage="scene_america.dds"/>
            <Row Type="LEADER_FRANCE"     BackgroundImage="scene_france.dds"/>
        </DiplomacyInfo>

    </GameInfo>
    I'm not using a leader representation in my example, and dom_blank.dds is just a small fully transparent picture, but of course you can either include your leader in the background picture or make a foreground image for his portrait on a transparent layer.

    In the .modinfo the .dds files must be set under the <files> section and the <Component><Import> section.

    And... that's almost done, there is still a small issue, which is Cleopatra coming uninvited in all our diplomacy screens as we haven't (and AFAIK can't ?) made an Artdef file for our leader.

    But here is a small fix, in a lua file loaded in InGame context:
    GCOInGame.lua
    Code:
    local initialLeaderHeadSetting = Options.GetGraphicsOption("Leaders", "Quality")

    function HideLeaderHead()
        ContextPtr:LookUpControl("/InGame/DiplomacyActionView/LeaderAnchor"):SetHide(true)

    end

    function OnEnterGame()
        ContextPtr:LookUpControl("/InGame/DiplomacyActionView/LeaderAnchor"):RegisterWhenShown(HideLeaderHead)
        Options.SetGraphicsOption("Leaders", "Quality", 0)
        Options.ApplyGraphicsOptions()
    end
    Events.LoadScreenClose.Add(OnEnterGame)

    function OnExitGame()
        Options.SetGraphicsOption("Leaders", "Quality", initialLeaderHeadSetting)
    end
    Events.LeaveGameComplete.Add(OnExitGame)

    GCOInGame.xml
    Code:
    <Context Name="GCOInGame">

    </Context>
    This will simply hide the leader pictures every time the game try to show it.

    This time you'll have to include your Leader in the diplomacy background picture, until we can create real leaders heads.

    All the above elements in the .modinfo file:
    Code:
        <Components>
            <ImportFiles id="YOUR_IMPORTED_FILES">
                <Items>
                    <File>dom_america.dds</File>
                    <File>dom_france.dds</File>
                    <File>dom_blank.dds</File>
                    <File>scene_america.dds</File>
                    <File>scene_france.dds</File>
                </Items>
            </ImportFiles>
            <UserInterface>
                <Properties>
                    <Context>InGame</Context>
                </Properties>
                <Items>
                    <File>GCOInGame.xml</File>
                </Items>
            </UserInterface>
            <UpdateDatabase id="GCO_DEFAULT_COMPONENT">
                <Items>
                    <File>GamePlay.xml</File>
                </Items>
            </UpdateDatabase>
        </Components>

        <Files>
            <File>GamePlay.xml</File>
            <File>GCOInGame.lua</File>
            <File>GCOInGame.xml</File>
            <File>dom_america.dds</File>
            <File>dom_france.dds</File>
            <File>dom_blank.dds</File>
            <File>scene_america.dds</File>
            <File>scene_france.dds</File>
        </Files>
    And the result:
    Clipboard-4.jpg Clipboard-5.jpg

    I've attached a small example mod with only 2 leaders (America & France), each with the same loading screen (Atlas from the Civ6 cover) and a specific diplomatic screen.

    What size should the dds. files be?

    I was literally about to ask the same thing :) I'm guessing a square like 1024x1024 or something like that but I haven't quite got there yet, implanted all the code, now I'm making the dds's as I type... About to find out if it works with any square. I'm thinking the blank image can be smaller like Gedemon said, but 256x256? 96x96? not exactly sure yet.

    I'm using leader screens, not square... same size as Civ V. We'll see.

    Used 1920x1080 for the loading background (my screen size), lower resolution didn't upscale in my tests (don't know how it's handled with 4K or other high resolutions)
    Used 4x4 for the transparent blank file

    And I think the diplomacy background will be stretched to fill the screen, I had various size there in my tests.

    ok thanks, yea I've been gone for awhile, didn't mod ciV much.

    I got the basics of the mod to work, it will launch but the images are not loading, instead it is like a generic world map on the loading (I used t_roosevelt), he does not display, and then in-game the diplo screen is just all black.

    I seem to be making progress... I have ill-fitted screens at the load screen. That should be easy to solve. Only problem is, I am still getting Cleopatra... but the lua log shows that the lua file is loading. Just a quick check... I only see the script in the <Files> section of modinfo... should it not be somewhere else?

    lol, so we have opposite problems, I don't see cleopatra, but my dds files don't appear to be loading in.

    The dom_blank is working clearly though because on loading I'm not seeing Roosevelt anymore. BUT dom_america is not working at all because I'm still seeing the generic background.

    And then to boot, I don't see Cleopatra in the diplomacy, its just all black, like it cannot read my scene_america.dds

    I don't understand why because they are all done the same way, in fact the dom_america and scene_america are the same file, just renamed

    I checked about importing the lua file (i tested it) it didn't seem to make any difference

    Well I basically just a made a mini mod just for this... it is embarrassingly pretty much exactly what you typed in the opening post.

    Code:
    <Properties>
           <Name>Leader Screens</Name>
           <Teaser>Change Leader Screens</Teaser>
           <Description>Change Leader Screens</Description>

           <SpecialThanks>Firaxis</SpecialThanks>
       </Properties>
           <Components>
            <ImportFiles id="YOUR_IMPORTED_FILES">
                <Items>
                    <File>Art/dom_america.dds</File>
                    <File>Art/dom_blank.dds</File>
                    <File>Art/scene_america.dds</File>
                </Items>
            </ImportFiles>
            <UserInterface>
                <Properties>
                    <Context>InGame</Context>
                </Properties>
                <Items>
                    <File>Data/GCOInGame.xml</File>
                </Items>
            </UserInterface>
            <UpdateDatabase id="GCO_DEFAULT_COMPONENT">
                <Items>
                    <File>Data/GamePlay.xml</File>
                </Items>
            </UpdateDatabase>
        </Components>
        <Files>
            <File>Data/GamePlay.xml</File>

            <File>Data/GCOInGame.xml</File>

            <File>Art/dom_america.dds</File>
            <File>Art/dom_blank.dds</File>
            <File>Art/scene_america.dds</File>
        </Files>

    and gameplay.xml
    Code:
    <LoadingInfo>
            <!-- BackgroundImage = top left / ForegroundImage = middle right -->
            <Row LeaderType="LEADER_T_ROOSEVELT"     ForegroundImage="Art/dom_blank.dds"    BackgroundImage="Art/dom_america.dds" />
       </LoadingInfo>
        <DiplomacyInfo>
            <Row Type="LEADER_T_ROOSEVELT"     BackgroundImage="Art/scene_america.dds"/>
        </DiplomacyInfo>

    the other two files are identical to what you did.

    of course there is an art folder with all the files, and same for data, only the modinfo file is in the main, "Test" folder. As said the dom_blank is working but the other two are not, i made it 4x4 like you did. The other two are 1600x1056, no mips maps, default format, no compression... it crossed my mind that could be the problem as well. I was thinking about just uploading this whole mod file to help future modders too. Apologies if I missed something silly, I'm out of practice and a bit sick.

    The relative path to the image file is only needed in the .modinfo, try to remove the "Art/" from gameplay.xml

    I have this on loading... a little rough, but functional. Leader is 1080x1080. Background 1920x1080.

    I was content... then:

    He's kind of creepy :).

    You only need the xml file in the <UserInterface> section, but check that your .lua has the exact same name as your .xml file

    I guess it should be renamed Denmark_InGame in the mod info context!

    Nop, it should be the xml here, your modinfo seems correct, don't know what's wrong...

    Nothing in the lua.log about Denmark_InGame ? (except that it's loading)

    One thing... the screen above is not the diplomacy screen. I was playing Denmark and it is the screen I get when I click on my own icon. I actually have not seen the diplomacy screen yet.

    Anyhow, 2:35 am here... time for bed. I will play a short dual map and see what the diplomacy screen actually looks like and get back to confirm tomorrow.

    Thanks... this is great!
