adding iroquios question

I wanted to add the iroquios as a playable civ in the Age of Discovery scenario. I edited the scenario properties to allow for a 9th player and added the iroquios and checked the box for human player. Where I'm having trouble is creating a starting location. Where I click on a square the starting location square is grayed out. Am I missing something?

Right click on the square. Go to properties and check starting location. Then use the menu to make it belong to the iroquois.

I haven't tried to edit a scenario yet, so it may not be possible.
