[GS] "Additional Grievances Against You"

As of Gathering Storm, if you refuse to make a diplomatic promise (e.g., promise to stop settling so close), the player you wronged is given grievances against you. If you make the promise, you are given Diplomatic Favor instead. That is all well and good, but if you don't make the promise and then continue to do whatever it is you never promised to stop doing (why wouldn't you?), the game still punishes you with additional grievances. What is the point of being honest, then? If you're going to get grievances for the second offense anyway, why not always make promises in bad faith for the Diplomatic Favor? Is there any downside specific to breaking promises?
