Additional Starting Units

Can anyone spell out how the 'Additional Starting Units' function works exactly in the Difficulty Levels tab of the editor? In scenarios with pre-set maps, I have seen the game start with additional units, usually defensive, even if all 'Additional Starting Units' boxes are set to 0. I haven't seen this happen in random map mods. Is there a way to tell precisely how many additional units will be created, what the criteria is for their initial placement, and how to avoid having them at all if desired?

I've also seen this come up in the PBEM for human players, although I think the reasoning for these additional units is different for multi-player games. Any information about this process or links to previous threads that I may have been unable to find is much appreciated.

The issue is, though, why additional units sometimes appear on the map in scenarios when the Additional Units boxes have been set to 0 for all difficulty levels. I'm missing something somewhere there.
