Level 6, according to A Moon.

And you can upgrade nightwatches to assassins, which is much better than trying to build assassins and hoping for CoE on them.

nope, it's lvl 5 i.e. 20 xp.

Level 5 is 17xp. You're thinking level 6 for charismatic leaders (the levels go 0, 2, 5, 10, 17, 26 or 0, 2, 4, 8, 13, 20).

it seems the first "marksman" promoted unit at level 5 gets it.
playing Extramodmod I often have it on ... marksmen a marksman is already fearful ... but with +2 he is a killing machine
