After seeing the Etheopian UU

    It made me remember a question I've always had about gunpowder units... why don't they all get first strikes automatically vs melee units.

    Do they really wait until the melee units have run up to them?

    Their muskets have a shorter range than later rifles. Also the muskets are very inaccurate so they will want to fire against a bigger and thus closer target.

    Their first strikes against melee is represented in terms of raw power, the same way an artillery has more power than a musketman but not first strikes
