I found myself in a game where there were to 2 continents. I had pretty much wiped out the competition on my continent and felt like I should establish my self on the other. So I decided to open open atack on a good shore city and take it just to establish myself. After I had taken it I razed a couple more Arabian citys until they became my vassal. I wasn't sure on what to start to build my city with ( I had built up a poccet where there wasn't a border push just yet) so I focused on producing culture. Was it a good move? Should I have done someting different?

Difficult to say - building culture for the first border pop is a pretty decent idea, but it assumes all sorts of things about the value of the outer ring. I tend to whip a Theatre out, which will give the Culture for the border pop, reduce the foreign population, and improve the medium- and longer-term happiness after that whip weariness has gone.

Another thought is a Courthouse with a view to the Forbidden Palace if you've yet to build that and if you don't particularly require a fast border pop (e.g,; Creative trait, or outer ring holds no 'great' tiles such as developed resources).
