Age of Exploration crisis

Hi,

I'm actually in the crisis at the end of the Age of Exploration, and I don't understand it. The crisis is about pestilence and do I get it right, that cities will get it despite what religion I have and what positive buildings I have? The policy I have is telling me that only settlements are not damaged when I have my religion or the specific building.
I have the pestilence in some of my cities and they are in unrest, although I have positive happiness. Furthermore, the countdown for the unrest stays at 4 turns, it does not change and there is nothing build in the cities, production stopped, and I can't buy anything. Is this the correct way this should happen?

Yes, this is how the pestilence crisis in exploration works. It has nothing to do with happiness. There are two ways to influence the spread:
- depending on your choice in the narrative event at the crisis start, your religion can help against small outbreaks (but not larger ones)
- the pestilence spreads to nearby cities after a few turns. Doctors (which can be bought or produced) can heal the pestilence and prevent the spread.

The "unrest" is not related to happiness either. It just means that the settlement has got the pestilence and is unable to produce anything. The timer next to the red fist indicates when the pestilence is over and you gain control again.

I had this crisis twice now. In my first game, I didn't understand it at first and also lost some units because I didn't react to the infected settlements. In my second game, I bought/produced some doctors right at the crisis start to have at least one somewhat close to any settlement. This way, the crisis wasn't harmful at all.

I also never had my city infected in both the antiquity and exploration on several occasions. Can I also just mention that I find it weird that they reused plagues for exploration? It's more jarring when you realize that the exploration plague has more mechanics like plague doctors.
