Aggressive Diplomacy

I was playing continental on monarch level, and was cleaning up on my side of the world. I've been in this position before and usually, the other half of the world is unified by about the same point in history, in this case 1752 AD.

This time I meddled extensively in the politics on the other continent. I tried to keep each of the civilizations constantly warring, and encouraged the weaker ones to gang up on the larger civs. I provided trade and technical assistance to any of the weaker civs about ready to get wiped out. Most of the surviving civs are technologically backward and rely on me for resources.

Check the image for the result. I think I am in very good position for the end game.

I have the opposite problem. I was one of the mob. Pretty well control my half, now, 1600. But have only recently made contact with the others. There should have been three, But I only know of two, and have not gotten their maps yet. Apparantly, they did not have to spend resources on war, and are ahead of me. Any suggestions on doing 'aggressive diplomacy' on the French and Russians?
 
I would watch out for Blue... although at least 3 of his cities are frostbitten, so are most of those southern islands, right? He has about 2/3 as many cities..

Yeah, China. I control the western hemisphere and southern islands.

Having wrested control of your continent, you are now the Fortress Civilization. First, I would consolidate your continent. Make sure the money and science machines are on track. Meanwhile, foment trouble on the other continent by bribing them to start wars. Even if in a technical state of war, it should be rather painless being so removed. Let them fight, while you research. Don't be shy about selling or giving them iron or coal, as long as they continue to war.
 
Finally got a map--wasnt willing to pay their price before, since it really didnt matter until I am ready to deal with them.--which I now am. It is a huge contenint, in two parts, like Eurasia + Africa. France on one, Russia theother. Not even completely settled!
My score has finally topped theirs, but no way to catch up on culture, since they have many old cities. My war machine is supposed to be equal to theirs.
But the question still is: what can I do, long distance, to entice them into war. Sign a MPP, perhaps and put a unit on Russian soil. Russia is out... the BABS complained to her.

Sounds like it may be long game. First, which is your true rival? Usually the largest one. You can try MPP with the weaker civ, or even alliance versus the stronger.

My Monarch game as China is almost wrapped up. I have about 5 cities on the other continent. Everyone is fighting everyone, but especially against the Persians -- and they are the largest enemy civ. So, I really don't have to do anything for a TKO. I just declared peace, but may go for domination victory once I have advanced tanks.
