ARC asked me on turn 32 for 4gpt in exchange for 1 favor. I agree but the diplomacy screen acts like I rejected and acts like we had a co-operation agreement, which we did not. She only landed on turn 31 so we hadn't the time to build a positive diplomatic relationship yet anyway.
