AI and Settlers

I've been noticing when I establish an embassy in the Ancient Age that if the AI is not building a Great Wonder, it is likely building a settler. But often their City screen shows the settler due in 1 turn, but with only 2 citizens and growth in several turns.

Since a settler lowers the pop by 2, does that mean they still have to wait for growth to get a settler (no matter that the screen says settler in 1), or is that a form of AI cheat? If it's not a cheat and they must wait, it seems very foolish of them when they could produce a warrior or something else before growth.
 
Yep, the AI is stupid like that, I think(im not sure), but when they reach size three, and they still dont have the settler done, they pop rush and have to wait again. :D
 
They are being foolish.

How could they beat me so much time on Chieftain.. what a noob ^^
 
In civ 4 they will have to be smarter tho, cus they cant expand as fast.
