Ai and Water Crossing

Hello,

I've had this game on GOG for over a year but had not installed it until last month: what a fine game! I've logged around 100 hours and have found one issue that I can't resolve though gameplay, the manual, or google:

How can the ai cross water on turn one on pre made maps? They don't have ships, they don't have water crossing technology, but Rome can get to Greece and vice versa. I cannot cross the water and must resort to taking the long way, which is a huge handicap.
 
Units can use water movement in their own territory. As long as a coast is covered in their border, then units can cross it - at exceptional speed, as well.

In the Old world map, the border of Roman italy crosses the ocean to Greece, allowing Roman's to jump. The border only needs to touch land, it doesn't need to occupy land tiles specifically.

Greece can do the same if they settler their western city site before Rome has one in the same spot in italy.

Okay, so the ai is getting settled in the right spot while I am too slow. I'll try and fix this in future playthroughs! Thank you for the explanation.
