AI Autoplay (or actually, the opposite)

Would it be possible to have the opposite of AI autoplay (or however it's called)? Thus, the human controlling all AI's, just like in Hot Seat? Yes, I know that I can switch between players with Alt Z (or something like that), but I can't emulate Hot Seat, because the AI still works and changes, for example, the slider. So, is there some way to shut down the AI, or anything that would allow something like Hot Seat and World Builder together (when playing Hot Seat, you can't use World Builder)? However, I can't play Hot Seat anymore (probably because I'm using my own mod, based on RevDCM, which is based on BUG, which introduced AI autoplay as far as I know), so having a Hot Seat function in single player mode would be preferred (instead of enabling World Builder in Hot Seat).
