 What is the problem  it is a decent city and has copper and deer in its fat cross and brings silver into the cultural boundaries. It still benefits from the trade routes and can build harbot and lighthouse - so why shouldn't it be build?

Err, harbor is fine. Ships are not. HC has built 19 ships that cannot leave the city, because there is a block of ice preventing movement.

 yes that is plain stupid - apart from submarines of course... That should be fixed you are right... I misunderstood your post, now I had some :coffee: and understand english again ;)

He could actually get his fleet out with a fort next to the city. Unfortunately the AI isn't smart enough to do that.

It would be great if the AI checked which areas a ship could access access when built in a certain city, before actually beginning to build it. Also, having the AI build Forts to connect seas and lakes would be great. Perhaps this could be implemented as a part of the "build trade network" action?

What I find funny is the double-trapped ness of the fleet.

The fleet cannot leave the city, and the fleet cannot leave the ice-surrounded bay that the city is on.

In theory, both could probably be solved with enough forts, but...
