AI built UN but didn't hold elections

I was going for a diplomatic victory, only to see the Americans build the UN two lousy turns before me. Having behaved like a crazed megalomaniac throughout the game, I believed this to be the end - I would lose, despite being by far the most powerful civ in the world.

But to my surprise, the Americans chose not to hold elections - not right away, not after 20 turns. Instead, I won a space race victory (my first monarch win, Mursilis the Magnificient)

Does this happen a lot? I haven't played with the diplomatic victory enabled for a very long timé.
 
They won't call a vote if they know they won't win. I'm not sure if I've ever seen the AI call a vote, but I haven't seen 'em build the UN much either. The vote comes around every 11 turns BTW.
 
11 turns, gotcha. It would have been interesting to know who would win. They'd all probably vote for themselves (if you still can do that).
 
Yes, this happens a lot. It has to do with how many civs the UN-builder expects to vote for him. If the one who has build the UN counts on too few votes; he rejects the vote-proposal. Civs he is at war with or Furious (perhaps even annoyed) with won't vote for him.
It's actually a good strategy, also used by humans. Specifically build the UN to reject all vote-proposals. It's called "Bury the vote".
 
It happens to me more often than not, but I have seen the AI hold a vote on occassion. If the AI knows they won't win they won't hold a vote. They just get the UN to keep you from getting it. ;)
 
And I do the same to them...
 
I usually build the UN to prevent the computer from voting since lots of times the computer doesnt like me. I just won my first monarch game (first monarch game I ever played too) last night and I had built the UN but after a tied vote, I went for space victory and ended up nuking the Greeks into oblivion and winning in space (Greeks were ahead of me towards space until then). Funny part was I had pacts with everyone else and greeks declared on me so all those other races declared on him and I got to nuke him. Wasnt going to hold elections tho, since everyone hated me after that.
 
The very first game I won was through diplomatic victory, but I have never been able to win diplo. when the AI builds the UN.
 
I was aiming for that very same thing: build it and then reject the elections. But he beat me to it.
 
I see the AI not call votes all the time. They very rarely call votes in my games.
