AI capitals rebelling and Diplomatic Favors

Started with Trajan. Governor Amani's skill made Athens and Pella rebel, both AI capitals and last cities. They both eventually tried to join the Roman Empire, but I had to refuse their offer to not lose Diplomatic Favors. Now I'm stuck in an endless war with them. Any way to sort this out? :confused:

Go ahead and accept them!

Yes, you'll take a hit on your rate of growth of diplo favor. Eventually, you can grow out of that. Build expansion cities on the former AI lands. Use envoys to become suzerain of some city states, like Hattusa. They're located in decent places, for placing districts. Use them as building blocks for your empire.

In the world congress, you can always get one vote for free... even if you have zero diplo favor. At turn 127, you won't have many super-important WC votes for a while anyway. If the AI cities have rebelled, and you accept them, the AI are defeated. They can't call for a military emergency against you, if those are their last citiies. Unless you have your heart set on a non-violent victory, go ahead and swallow them up.

Thanks for the tip. I was actually considering using a mod to remove the penality, but then I found out that, if you defeat the free city, you are given the option to "Liberate to Founder", so I guess it's better than nothing, even unmodded 😅
 
Yes, you may liberate it. It's also possible that your Terminator Amani might cause one or both to lose loyalty again.
Think about your overall goals, whether having neighbors so close is what you want.
