AI Civics Change Bug?

Hello all,

In this BtS game I am playing against the Gaulle. In 1550 AD he adopts Universal Suffrage without having researched Democracy. He hasn't even researched Metal Casting, let alone Civil Service. This looks like an AI bug or exploit to me.
