Ai doesnt expand or improve tiles

I only have experience in huge marathon games but civs dont expand. They may only have 3 cities (or even 1) in AD 1000. Also one of these 3 cities may be on the other side of the continent than the others. This means that the vast majority of the land is empty.

Also ive noticed that noone builds farms/mines etc. It is as if I am alone in the world.


Please fix this as this is the best civ game and I love it except for this.
