Why is it that the AI galleys can carry settlers?

They can!

Do you mean caravels? Only Portugese carracks can carry settlers.

Perhaps you are trying to use triremes or caravels instead.

Do you know how to put units onto a galley? Or is it just the settler?

Got them into a Galley now, must have been confused with the caravel.

It's easy to confuse the Trireme with the Galley.
