AI giving away the farm

I am assuming this is some kind of bug...

Babylon attacked me. He brought a lot of firepower. Artillery, rifles, and a few infantry. I had a few infantry and one artillery. So he took a couple of cities. But I bought a few infantry until my tank research finished, and made some tanks. The first tank stopped his advance. The second started winning. The third and fourth took two of his cities. Then suddenly he wants peace. His offer.
all of his gold, all of his resources (for 30 turns), and all of his cities except his capital, which was at least 10 cities. Either way it was more cities then I had.
Why would he give away the farm, I was only a few turns of tech ahead of him, and I used all my money on the infantry that tried to slow his advance. So my four tanks is what I got. He should be able to make more and fight back. Am I missing some advantage I have that I don't know about...

AI is bugged right now with peace offers. IIRC its being fixed next patch. I dont remember where I read that.
 
On the flip side, I'm in a game right now where I've been harassing the other civs so much with my navy that I'm in the modern era and they've all just barely hit the renaissance. So I've been rolling around the world declaring war on each other civ one at a time, destroying all of their units, pillaging all of their tiles, and razing all of their cities except their capitals.

And despite taking out EVERYTHING that they have, bombarding their capital to 1 hp, and surrounding it with mechanized infantry and battleships, not a single civilization will offer me anything for peace. They want peace and constantly bug me for it. They even say that they know defeat when they see it and such when I talk to them. But they won't even give me 30 gold to save themselves. This has been the case for about 8 civs so far.
 
I think this minor patch was supposed to address this.

At least I found this to be the case. My first games when I had no clue how to take new cities I was massed outside a couple cities but really didn't have the units to be able to drop them. But then the AI wants peace and just gives them to me because I stopped their attack and killed a few units.

Now, I have to give them a nice thrashing to get a city or two. I gave Alexander and Bismark both a nice thrashing, but both of them were still making peace offerings either expecting all my money or cities, which I found better and amusing.

AI is definitely wonky at times. And boy, when they hate you they really hate you and will straight-up refuse most any deal even if it's significantly to their advantage.

I love when Napoleon wants like 7 luxuries AND open borders AND gold AND some GPT... just for what, some Furs? C'mon shorty, cough it up and stop being silly.

Only had one civ completely capitulate to me, and they only had one other city. :p The others have all hung on for a reasonable amount of time and then made peace without offering their entire nation + kitchen sink. :king:
 
Do I have to start a new game for the patch to take effect? or do something else...

This seems to be the problem more often to me. After utterly destroying their army and preparing to take many of the cities or capital of the enemy, it wants a peace treaty, and only that. Even one gold is "unacceptable". Then I just finish the job. Kill Pillage. Raze.
