AI Government Choices

I can't find any game features that direct or encourage the computer players (the "AI", which in Civ VI is not very intelligent) to choose any particular form of government. I'm working on a Mod which alters the available governments, and the computer players get stuck on an early and inferior choice, and fail to change to better governments when they become available, even though I think that the choice is obvious based on the differences.

Is there any way to force or at least encourage AI government choices? Without such, modifications become impossible or useless, at least when the mods stray too far from the standard rules.
