This isn't a true bug but one of those "stupid AI" things.
I declare war on Saladin and the AI proceeds to have Arabian spies poison the water in my 4th best city (which was not near the health limit) and then later sabotage production of a pikeman in that city on consecutive turns delaying production by a total of 3 turns (equaling half a pikeman). The end result of this was that because of all these "wasted" EPs I was able to gain visibility into Saladin's cities. As I see it this trade-off was in my benefit.
I wasn't able to recreate my moves to get the exact same outcome as what I saw in the game, but this comes close to showing the consecutive turn sabotage:
Load the first game save (Sabotage1).
Notice that I have no visibility into Arabian cities. Hadrumetum has just started a pikeman. Saladin has 300 EPs with me.
Press end turn, Sabotage in Hadrumetum occurs.
Notice I now have visibility into all Arabian cities, Saladin's EPs with me have dropped to 106.
Load the second game save (Sabotage2) which is after my units have moved that turn.
Press end turn and an Arabian Spy attempts a mission in Hadrumetum but fails. In debug mode it may be possible to see what type of spy mission was attempted.
