AI late-game city mismanagement

From what I've seen using Spies, it looks like in Warlords the AI is emphasizing growth and or Specialists far more than it should. Especially in the late game. It devotes huge amounts of territory to farmland and windmills and runs lots of Specialists in pretty much every city. Which gives it pretty poor production, commerce, and science compared to smaller cities with better improvements.

I've seen a few posts on this scattered around so I know I'm not the only one who has observed this. But does anyone know how to fix it? It really hampers the AI late in the game. Earlier on it doesn't seem to be a problem.
