AI launching pointless sats, or more meaningful than meets the eye?

Could the AI be programed to launch satellites for surveillance purposes or to refuse available orbital space for your own launches?
 
In my last game it appears the AI was hunting for my Mind Flower with miasma removal satellites. There was just no other reason for putting them up so far from land that was there's or could be settled. Once I noticed it I carpeted that area with my own useless satellites.
 
I think the A.I. might just be bad with satellites. Last game I played an A.I. launched a solar collector by our mutual border. 3/7 of the tiles were inside my lands and already visible to the A.I. because they were next to its borders.
 
solar collectors are far from useless.
removing miasma for trade routes is far from useless.

scouting your territory, since you won't give open borders, is far from useless.

adding miasma, can be useful...

putting up a satellite prevents you from putting one of your own up.
 
LCS is part of Contact victory sequence, so possibly justified.
 
I had just taken over 4 of Daoming's cites. And she never removed the weather control satellites.
I just figured the AI was never programmed to destroy its own sats.
