Inderectly I would say it's easier as you have more control over the game on lower levels.

Well, indirectly there is one issue that may make it easier to make the AI gracious on higher levels.
Most things you do that improve the AIs' attitude, will only have half effect vs AI civs that have less power than your civ. So signing a ROP or giving a gift may make a civ gracious only if it is more powerful than you. Since chances are high that you are not the most powerful on the higher levels, it means that it is easier to make friends on the higher levels as well.
