I consider this such a severe AI deficiency, that I report it as bug.
In my latest game (epic speed) I stole an unattended settler from Kongo, simply sitting within the capital borders, by declaring war, just before turn 20. Later on in the game I stole a settler from England while already at war, from within the borders of London. The settler moved to a tile right next to my attacking slinger without escort. This was a case in which England could clearly kill my slinger if I captured the settler and thereby also get its settler back. However, the situation was that England was eager to negotiate peace, giving a lot of gold in return. Which means the settler is essentially unprotected, as the human player can take it and sign peace right after. This happened in turn 53!! The AI did not consider it a wise decision to build a second city with its free second settler during the first 53 turns of the game (already classical era)!! It is important to mention that England gathered all its forces for a very early war at my capital, which might be the "reason" why the AI was so messed up, but of course by no means does this justify the decision of not taking the wide open, rich in resources space between our capitals.
