AI Nukes?

Is strange to have the AI initiate nukes on you?

On Warlord I was the dominant Civ and all six were at war with me, I never even built a nuke and they started using them on me

is this unheard of?

AI civs may start using nukes before you use them. It's more likely when you (sneak) attack them and you don't have your own nukes.

If the AI has nukes, it will nuke you. Bet on it.

Building a few of your own lowers the likelyhood of them attacking you, and having SDI in all your cities lowers it further, but if they see an opportunity (like you build or capture a new city) there seems to be little hesitation. Prevention is my usual method - prevent anyone from getting NucFission, if that fails subvert any city that starts ManhattanProject. If it gets built, fastest possible conquest with massive quantities of "glowing ladies"...
