AI questions

I have a couple of questions:

The main one is about diplomatic behaviour. Yesterday I was getting on famously with Indonesia: been friends from the start, had good trades, wasn't encroaching on his land (we had a CS between us at the only location we were close), but suddenly that changed and he first denounced me and then started a war. Any insights as to why this happens?

The second one is that later, he started getting all the City States as Allies, which meant he secured lots of votes at the world congress. I know he wasn't getting it via science or culture, because I was getting all those. Is this just the AI cheating, or is there something I'm missing?
 
These are just guesses but:
1) It doesn't translate very well into Civ 5's diplomacy, but civilizations generally don't like you if your military is either smaller and/or less advanced, even if you're a saint. That might have been a factor in getting attacked.
2) He could have secured a luxury resource that many of the City-States wanted. Especially if it was not improved by any other civilization yet. That alone can very quickly push many City-States to your side.
 
Did you declare war on civ's take cities?

Its probably because he wants ally of city states you are ally of.. Yes some civ's are highly sensetive about it like elizabeth.
 
I try to avoid declaring war - I find the AI declares it more than enough to satisfy my warlike urges...
