AI refuses a gift resource but will trade it if he give 1 gold

I am playing as Mongolia, Japan has denounced me because I destroyed England. I offer Japan 1 Amber and he will not accept, I click what will make deal work and he offers 1gold for the 1 Amber and then I do the deal. This does not make sense.

I think gifts and demands are broken right now. If the AI makes a demand of you and you accept it, then he will be mad at you for making demands of him. It's backwards! Maybe gifts are similarly backwards?

In the case of the AI accepting a luxury for 1 Gold, though, that usually just means that they already have that luxury and don't want another one.

Yeah it is a bug.

Also in my game if I ask for one coal, they will accept for 5 flat gold, but if I go for 20 coal, they will ask me to give them 336 GPT and 3200 flat gold. The same with 4 different civs.

Funny because they are my allies but ok.
