AI + religious problems

I was playing a game the other day where my entire continent was without religion, however several of the AI civs thought it'd be clever to try and use the religious civics anyway.

Theres something seriously wrong with this, that should and could be patched. They're wasting turns in anarchy, wasting cash paying for useless civics, and to top it all off... Hatty was using theocracy when we discovered the other continents... so she didn't get any religion even then.

All that's needed is a simple inhibitor, that prevents the AI using organised religion, theocracy and pacifism unless the actually have a state religion. Obviously free religion is still good when you're without religion, but the others just have a negative effect.

No, even under theocracy all religions can spread through the trade network. Theocracy only blocks missionaries. If their cities have no religions at all, then all will be open to the natural spread of any religion.
 
Kind of stupid for them to say that Theocracy stops the spread of non-state religion then :o
 
No actual Trade Routes don't Matter, only potential Trade Routes (ie Open Border/Mercantilism doesn't affect it, War, Roads, Rivers, Astronomy/Sailing Tech... those do)
