AI researching IW

If the AI is supposed to research 1st tier techs before 2nd tier techs, why do so many get IW so fast? These civs haven't made contact with other civs that have all 1st tier techs, so I'm confused at this research path.

Well, they don't. IW will give a unit and is thus more or less a priority for the AI. Techs are prioritized bazed on units, buildings, wonders and other things, then randomized. So it;s not a fact they won't research a second tier tech before they know all first tier techs.
