1) It seems to be that AI never escorts their settlers and they just keep spamming settlers which can be easily captured. Also you don't get any warmonger penalty in the early game if you just surprisingly capture settlers. IMO a captured settler should be turned to worker after capturing, because settler hunting is too easy.

2) You can block AI settler with two units. If you have a glue where AI settler is heading you can just use two units to block it. Settler will just jump between two alternative routes, never ending to place where to settle.

3) Not a settler bug, but swapping unit positions in rough terrain seems to be impossible. Is this a bug or a feature?

I would not say never. In my last game I saw at least three escorted settlers an just one unescorted.
Nevertheless the AI's settlement policy is a little weird. In my last games the AI settled a few cities directly at my borders (the AI's city center was right next to my border although the civilopedia text says that one cannot place a city like this).
 
It's not related to settlers, but I played over 1000 turns on Imperator and I haven't noticed any single case of escorting builders. AI sends them somewhere to my or neutral lands for no reason. They just stay there doing nothing. When I come close with my troop (2 hex) builder starts to run away, but it is easy target to catch.
